Treći put produžen tender za Lastu
Agencija za privatizaciju Srbije objavila je da je produžila rok za dostavljanje ponuda za kupovinu preduzeća Lasta.

Tender za prodaju Laste odložen po treći put
Tender za prodaju paketa od 64,4 odsto akcija preduzeća Lasta iz Beograda produžen je do 3. juna ove godine. Tender je prvi put objavljen u novembru prošle godine, već je bio u februaru produžen do 7. marta i ovo je treće produženje roka za slanje ponuda.

Novo produženje tendera usledilo je, kako su rekli predstavnici Ministarstva ekonomije i regionalnog razvoja, na zahtev potencijalnih kupaca, koji čekaju rezulate parlamentarnih izbora u Srbiji, zakazanih za 11. maj.

Podsetimo, ministar ekonomije i regionalnog razvoja Mlađan Dinkić nedavno je izjavio da je od najvećih evropskih autotransportnih kompanija stigao zahtev da rok za dostavljanje ponuda za Lastu bude odložen za jun, kako bi videli rezultate izbora.

Uslov za učestvovanje na tenderu za prodaju Laste je da se potencijalni kupac bavi prevozom najmanje tri poslednje godine, da u ovoj godini koristi najmanje 250 autobusa i da je u prošloj godini imao poslovni prihod od najmanje 150 miliona evra, samostalno ili preko zavisnih društava u kojima ima najmanje 50 odsto vlasništva.

Lasta se bavi saobraćajem, turizmom, ugostiteljstvom, trgovinom, uslugama i proizvodnjom guma, a u voznom parku ima 785 autobusa. Kako je ranije objavljeno, za kupovinu paketa od 64,4 odsto akcija Laste zainteresovani su izraelski Kavim, francuski Keolis i londonska firma Ariva.


Vlada produžila rok za koncesiju
Vlada Srbije je na telefonskoj sednici produžila rok za koncesiju za izgradnju autoputa Horgoš - Požega.

Koncesionaru rok do kraja godine da zatvori finansijsku konstrukciju
Ministar zadužen za Nacionalni investicioni plan Dragan Đilas potvrdio je da je dogovoreno da se koncesionaru za izgradnju autoputa da rok do kraja godine da zatvori finansijsku konstrukciju, kao i da ugovor o koncesiji nije prestao da važi.

"Koncesionaru se daje rok do kraja godine da zatvori finansijsku konstrukciju, a ostavljen je rok od 90 dana da svi zajedno radimo sa Dojče bankom, da se vidi koji su njeni zahtevi da se uđe u posao", rekao je Đilas.

Važno je da se to ispregovara, kako bi ugovor dobio sigurnost za državu Srbiju da će biti isfinansiran sredstvima Dojče banke, izjavio je Đilas, uz konstataciju da "kada dobijemo sve te garancije, sam projekat izgradnje autoputa može da počne".

Đilas je rekao da je odluka doneta na telefonskoj sednici vlade, a da su pregovore vodili on, generalni sekretar vlade Dejan Mihajlov i ministar za infrastrukturu Velimir Ilić. Došlo se do teksta koji je prihvatljiv za sve, izjavio je Đilas i dodao da, ukoliko zaista postoje koncesionari i finansijer spreman da uloži svoja sredstva da izgradi autoput, "nema nijednog razloga da taj put ne dobijemo".

"Ne bih voleo da se ova priča koristi u predizborne ili političke svrhe, ko je pobednik ili gubitnik. Najvažnije je da će se autoput praviti, da će Dojče banka, po onome što je rekla, ako se ispune njeni zahtevi, finansirati i mi možemo u toku leta da počnemo sa radovima na autoputu", zaključio je Đilas.

Potpredsednik Vlade Srbije Božidar Đelić kaže da je ovakvim kompromisnim rešenjem ostavljen prostor da radovi na izgradnji autoputa otpočnu ove godine.

"Zadovoljan sam zbog toga što je predsednik vlade uočio nužnost da se sazove ova hitna sednica, jer u protivnom bi cela koncesija pala, vlada bi povukla garanciju od deset miliona evra i onda bi Srbija trebalo da čeka dve godine da se ponovo pokrene gradnja autoputa Horgoš-Požega", objasnio je Đelić.


Vlada Srbije je na prošloj sednici većinom glasova odbacila Predlog Ministarstva za infrastrukturu o započinjanju radova na izgradnji autoputa Horgoš - Požega, posle čega je potpredsednik vlade Božidar Đelić zatražio od premijera da zakaže novu sednicu vlade na kojoj bi bio usvojena odluka da se koncesionaru da dodatni rok da obezbedi bankarsku garanciju i finansiranje celog posla.

Prema Ugovoru o koncesiji, danas je isticao rok da koncesionar, konzorcijum Alpina-Por, dostavi garancije da je obezbedila novac za ukupnu investiciju. Koncesionar je potvrdio da želi da gradi autoput i da čeka odluku vlade posle čega će se javno oglasiti.

Dojče banka je, takođe, potvrdila da čvrsto stoji iza projekta i koncesionara, rekao je zastupnik vlade u pregovorima o koncesiji Mihajlo Marković, dodajući da su vreme koje je imala i dešavanja na svetskom tržistu kapitala znatno otežale dosadašnje odluke kreditiranja ovakvih projekata.

Prema njegovim rečima, gradnju bi osim Dojče banke, koja je garant posla, trebalo da kofinansiraju Svetska banka, Evropska banka za obnovu i razvoj i Evropska investiciona banka.


Živinari spremni za konkurenciju
Najvećim proizvođačima piletine ne bi naškodila konkurencija pri slobodnom uvozu ove vrste mesa, ali uz poštovanje pravila koji važe i kod nas i u EU

Česte zaraze stoke u poslednjoj deceniji u razvijenim zemljama, ali i u Srbiji preorijentisale su mnoge potrošače na upotrebu živinskog mesa. Uz manje padove, proizvodnja ove industrije je ipak stabilna. Trenutno u Srbiji ima oko 20 miliona komada živine, a ovo meso u ishrani stanovništva čini oko 15 odsto i jeftinije je od ostalog.

Mogućnost da će domaći proizvođači opet morati da se brane od uvoza otvorile su pitanje konkurentnosti industrije ovog mesa. Nedoumice na ovom tržištu pojavile su se kada je „Perutnina Ptuj", najveća industrija živinskog mesa u Sloveniji, nedavno predstavila svoje proizvode u Beogradu. To je izazvalo sumnje da će slovenačka piletina, dobro poznatog kvaliteta, doći na srpsko tržište.


Inflacija u Srbiji u martu 1,2 odsto
Inflacija u Srbiji iznosila je u martu 1,2 odsto, dok ukupan rast cena robe i usluga u prva tri meseca ove godine iznosi 2,8 odsto, objavio je danas Republički zavod za statistiku (RZS).

Direktor RZS Dragan Vukmirović izjavio je na konferenciji za novinare da su maloprodajne cene robe u martu veće za 1,5 odsto nego u februaru, a cene usluga su povećane za 0,2 odsto.

Posmatrano po grupama proizvoda, kako je rekao, u martu su najviše poskupeli poljoprivredni proizvodi, za 5,4 odsto, a na poskupljenje je najviše uticalo povećanje cene povrća i voća, dok su cene jaja snižene. Vukmirović je kazao da su cene industrijskih prehrambenih proizvoda u proseku porasle za 0,9 odsto, a zabeležen je rast cena brašna, hleba, testenina, mlečnih proizvoda i svežeg mesa.

Piće je u proseku poskupelo za 1,6 procenata, dok su cene industrijskih neprehrambenih proizvoda porasle su 1,5 odsto. U toj grupi proizvoda zabeležen je rast cena električne energije za domaćinstva i derivata nafte, dok se cene ostalih proizvoda uglavnom nisu menjale, dodao je on. Kako je naveo, cene duvana ostale su nepromenjene.

Troškovi života u Srbiji u martu su bili viši za 1,6 odsto nego u februaru, dok je porast troškova života u prva tri meseca 2008. godine iznosio tri odsto.


March inflation 1.2%; annual rate 2.8%
Inflation in Serbia in March was 1.2%, while the annual inflation rate is 2.8%, the Statistical Office said on Monday.

The price of goods went up 1.5 percent in March, while the price of services rose 0.2 percent, Statistical Office Director Dragan Vukmirović said.

The cost of living in Serbia increased by 1.6 percent in March compared to February, while an increase of three percent has been registered since the beginning of the year.

The inter-annual basic inflation rate reached seven percent in March, which is above the upper limit of six percent projected for this year, while the inter-annual inflation rate in the same month was 11.8 percent, National Bank of Serbia (NBS) Governor Radovan Jelašić said, also on Monday.

Jelašić warned that a high inflation rate and a foreign trade deficit remained Serbia's major economic problems.

The NBS governor underlined that predicted inflation rate acceleration was in progress, but that the 2008 projected basic inflation of between three and six percent would be achieved.

He pointed out that the 6.8 percent increase of state-controlled prices was the main factor behind the increase of the inter-annual (March 2007-March 2008) inflation rate.


Horgos-Pozega Highway Contract Extended By 90 Days
At a tele-conference on March 31, the Serbian government decided to give the concessionaire for the construction of the Horgos-Pozega highway an extended deadline of 90 days to secure the technical documents for financing the construction.

In addition, the government agreed to allow Deutsche Bank until Dec. 31, 2008 to secure the appropriate bank guarantees.

The government decision will be supported by the appropriate contract annexes with the concessionaire, stated BETA's source.

According to the concession contract, March 31 is the deadline for the concessionaire, a consortium of Alpine and PORR, to deliver the guarantees to secure the funds for the entire investment, and if that is not done, then the government can annul the contract.

Under the contract, work was expected to begin on April 1, but last week the government rejected by majority vote the Infrastructure Ministry's proposal to allow the concessionaire to begin work because it had not secured the required guarantees, but had informed the government that it would finance the first year of work itself.

Democratic Party, G17 Plus and Social Democratic Party ministers sought for Serbian Prime Minister Vojislav Kostunica to schedule a government session, at which the concessionaire would be allowed an extra deadline of 90 days to secure the required guarantees.

Meanwhile, the concessionaire has confirmed that it is interested in completing the project and that legally the contract remains in effect.

At last week's government session, Kostunica refused to place on the agenda the Democratic Party and G17 Plus proposal to allow the concessionaire an extended deadline to secure the required guarantees.


Five arrests in EUR 18mn fraud scandal
BELGRADE -- Two directors of the Agroživ company and three directors of public companies in Žitište have been arrested.

They were arrested on suspicion of abuse of powers, money laundering and fraud in the region of EUR 18mn, according to the Interior Ministry.

Those arrested included Agroživ’s owner and president, Miroslav Živanov (57) from Pančevo, company CEO Zoran Prebiračević (54), who are suspected of abuse of powers and money laundering, as well as illegal actions during the privatization of more than 30 companies in Serbia, according to a police statement.

Živanov and Prebiračević made deals with the directors of public companies that would be financially detrimental to these companies, without the knowledge of the Privatization Agency

Also arrested were the director of the Holding Juko company from Žitište Milan Antić (55), director of Juko Sales from Žitište Šandor Juhas (60), and former director of the Juko Slaughterhouse from Žitište, Đura Budimir (55).

They are accused of abuse of powers, and enabling Agroživ to purchase property illegally worth EUR 56mn, the Interior Ministry stated.

It was stated that by purchasing Agroživ shares, payment obligations were created that the public companies could not meet, after which Agroživ repossessed the entire assets of the companies in question based on the non-existent debt.

On the basis of illegal privatizations, Agroživ registered turnover of EUR 56mn in reports from 2004-2007.

With this, the basis for paying dividends of EUR 18.6mn was created, which Prebiračević illegally paid to the company’s majority stakeholder, Živanov, thus committing the crimes of abuse of powers and money laundering.

The police will continue looking into the privatizations of other companies, according to the statement.


Highway deadline extended till year's end
BELGRADE -- After days of internal rifts over construction of the Horgoš-Požega highway, the technical govt. has found a solution.

The concessionaire, who had not been able to secure a banker’s guarantee by yesterday, has now been given until the end of the year to secure full financing for the project.

Democratic Party (DS) ministers have called this outcome a compromise, while the Democratic Party of Serbia (DSS)-New Serbia (NS) coalition say that they regret that building cannot start tomorrow, as originally planned, buy that they are, nonetheless, glad that the contract has remained in force.

DS Minister Dragan Đilas said that the government had decided to grant the concessionaire more time, until the end of the year, to secure full funding for the highway’s construction.

However, Đilas said that the next three months of negotiations with Deutsche Bank would be vital.

“Let’s hope that in the next 90 days, by June 30, Deutsche Bank and the concessionaire reach an agreement with the government over meeting all the technical conditions that are necessary for the bank to enter this project financially. Which means that, when the bank gives the government the official guarantee that it will finance the project, the government will immediately be able to approve the start of works on the Horgoš-Požega highway,“ said the minister.

DSS-NS ministers, who were in favor of allowing the concessionaires PORR-Alpine to begin work tomorrow, despite not having banker’s guarantees for the project, believe that they are still in the picture.

Trade and Industry Minister Predrag Bubalo did not, however, hide his disappointment that work had been suspended at this particular moment.

“I can guarantee the citizens that the new government, that will include the DSS-NS coalition, will begin construction of the highway on its first day. Because of the completely erroneous decision of our coalition partners, the DS and G17 Plus, work has not started for now, but , as I said, I guarantee that the new government will definitely start construction immediately,“ Bubalo vowed.

Deputy Prime Minister Božidar Đelić had a different take on the matter.

Đelić told B92 that the concessions contract would fall if the concessionaire failed to meet the established conditions by the new deadline, though he added that he hoped it would not come to this.

“It’s not done and dusted, but I find it hard to believe that the government will offer another extension after the additional 90 days . That’s enough time for financing to be fully arranged. I think that, unless all the technical and financial conditions are met, this concession will definitely collapse,“ the minister predicted.

Economic journalist Dimitrije Boarov does not believe that the government conference call ironed things out completely.

Boarov told B92’s Poligraf that the job itself was still far from certain.

“Even if the DS, G17 Plus part of the government had given in and accepted the concessionaire’s word, papers etc., if the digging had begun, that does not mean by any stretch of the imagination that the job is done. Because it all depends on the path Serbia takes. If Serbia decides to fall out with the EU over Kosovo and everything else, that road won’t come to fruition,” the journalist warned.

The highway is planned to be 244km long, and most of the section running through Vojvodina has already been built.


2008 trade deficit reaches USD 1.8mn
BELGRADE -- Serbia's foreign trade deficit in the first two months of 2008 was USD 1.8bn, reports the Statistical Office.

The figure is 49.7 percent up on the same period in 2007.

In the first two months, Serbia exported goods worth USD 1.5bn, 39.8 percent up on the same period last year. Imports were worth USD 3.3bn—an increase of 44.9 percent.

The import-export ratio is therefore 46.6 percent, which is less than in the same period of 2007, when this figure was 48.3 percent.


Delta owner buys Genex property
BELGRADE -- The property of the Genex company in Belgrade was bought by a Dutch-Serbian consortium.

Holland’s IHG Management and Serbian NBG Properties, owned by Serbian business mogul Miroslav Mišković, who also owns the country's largest private enterprise, Delta Holding, acquired the property for EUR 148,800,999.

The starting price was EUR 91,800,999.

Three consortiums participated in the public auction, each bidding to increase the price by EUR 3mn at a time.

The property is located in New Belgrade and includes the Continental Hotel, CG apartments and business space known as the Genex apartments, and a tennis arena with a total of 72,225 square meters of space.
