Potvrđeni rejtinzi italijanskim bankama

Dugoročni i kratkoročni rejtinzi italijanskih banaka Unikredit i Inteza Sanpaolo ostaju na nivou na kom su bili i nakon odluka o povećanju kapitala


Agencija za kreditne rejtinge "Standard end Purs" potvrdila je važeće rejtinge, tako da Unikredit ima dugoročni i kratkoročni rejting 'A/A-1 nepromenjenom prognozom "stabilno", dok je Intezi Sanpaolo potvrđen dugoročni i kratkoročni rejting 'AA-/A-1+, uz negativnu prognozu, navedeno je u saopštenju S&P.
- Negativna prognoza odražava mogućnost sniženja rejtinga Banci Inteza ako tvrdokornost, odnosno zaoštravanje aktuelnih teškoća u italijanskoj ekonomiji rezultuju daljim pogoršanjem kvaliteta imovine i dobiti iznad naših trenutnih očekivanja - kazao je Renato Paniči, kreditni analitičar S&P-a.
Unikredit je u utorak saopštila da će početkom 2010. izdati nove deonice radi povećanja kapitalne osnovice za četiri milijarde evra, odlučivši se za takvu opciju radije nego za gotovinu koju joj je ponudila vlada Italije u zamenu za obveznice.
U odvojenom izveštaju, Inteza Sanpaolo je istoga dana objavila da će do dodatnog kapitala doći putem izdanja finansijskih instrumenata vrednih do 1,5 milijardi evra i dodatnih transakcija, čiji je cilj povećanje kapitalne osnovice. Tu odluku pojašnjava poboljšanim trendovima u poslovnim rezultatima grupe i mogućim svetskim privrednim raspletom u odnosu na prognoze početkom godine.
Obe banke odustale su time od ranijih odluka o izdavanju posebnih obveznica, za čiju im je kupovinu matična vlada nudila gotov novac kako bi ih podstakla da nastave da plasiraju kredite nakon izbijanja svetske finansijske krize prošle godine.



FAP ponovo dobro vozi

Uz posao na zameni kamiona po sistemu "staro za novo" pod okriljem Ministarstva za ekonomiju, za šta se do sada prijavilo više od 100 zainteresovanih firmi i pojedinaca, u Fabrici automobila FAP iz Priboja posao napreduje

- Ovih dana završili smo pet kamiona za potrebe Vojske Srbije, a u toku je posao na proizvodnji 10 kamiona koji će biti izvezeni u Siriju - rekao je generalni direktor FAP-a Mirko Stojović i naveo da vrednost posla za Vojsku Srbije iznosi oko 400.000 evra, a posla za Siriju više od 700.000 evra.
- Zbog povećanog obima posla ponovo ćemo petak proglasiti za radni dan u FAP-u. Već od ponedeljka kreće prodaja kamiona po sistemu "staro za novo", pripremili smo ugovore i neće biti nikakvih problema da taj posao krene odmah. Spremni smo da do kraja godine proizvedemo najmanje 100 kamiona isključivo po narudžbinama kupaca - dodao je Stojović.
Prema njegovim rečima, u fabrici očekuju posetu delegacije najvećeg proizvođača kamiona u Kini "Don peng" (Istočni vetar), koja će boraviti u Srbiji od 10. do 21. oktobra i koja je zainteresovana za privatizaciju FAP-a kao potencijalni investitor.
- Interesovanje za privatizaciju FAP-a pokazali su i poslovni ljudi iz Rusije i Sirije kroz takozvana pisma o namerama, pa se nadamo da će u pripremi trećeg tendera za kupovinu FAP-a biti ozbiljnih kupaca i potencijalnih investitora - istakao je Stojović.



Prednost domaćim farmaceutima

Kako „Politika” saznaje, Vlada Srbije je donela zaključak kojim se preporučuje Republičkom zavodu za zdravstveno osiguranje da ubuduće u nabavci lekova favorizuje ili povlašćuje domaće proizvođače, „Hemofarm” i „Galeniku”. Vlada je sugerisala RZZO da sa pozitivne liste lekova skine takozvane paralele, odnosno lekove iz uvoza, a ostavi samo domaće. Ovaj zaključak je usvojen krajem leta, a u međuvremenu je po svemu sudeći RZZO doneo i novi pravilnik o Listi lekova koji se propisuju i izdaju na teret sredstava obaveznog zdravstvenog osiguranja.
Ovakvo stanje na farmaceutskom tržištu je izgleda nastavak priče od pre nekoliko meseci kada je Komisija za zaštitu konkurencije utvrdila postojanje zabranjenog sporazuma između „Hemofarma” i „Galenike” sa sedam veledrogerija kojima je povereno pravo ekskluzivne nabavke lekova. Komisija za zaštitu konkurencije će već sutra reagovati na ovakvo ponašanje države na tržištu lekova u Srbiji, jer je reč o neravnopravnom položaju domaćih i stranih proizvođača medikamenata.



MMF: Povećanje poreza nije isključeno
Ako su planovi srpske vlade o smanjenju javne potrošnje zasnovani na ozbiljnoj reformi javnog sektora, mi ćemo ih podržati
 

„Od vaše delegacije sutra želim da čujem da li imaju konkretne i kredibilne mere kojima će pokriti nepokriveni deo minusa u državnoj kasi za 2010. godinu. Ukoliko budu imali konkretan plan na koji način će smanjiti troškove – mi ćemo ga podržati. U suprotnom, moraće da se saglase s nama i razmisle o povećanju poreza”, kaže za „Politiku” Pol Tomsen, zamenik direktora MMF-a za Evropu. Ovaj visoki zvaničnik MMF-a ističe da razume političke pritiske sa kojima se u zemlji susreću srpske vlasti, ali da će morati sa njima da se uhvate u koštac ukoliko žele da povuku drugu tranšu ranije odobrenog kredita u iznosu od 2,9 milijardi evra.

– Ako su njihovi planovi zasnovani na ozbiljnoj reformi javnog sektora, koji je u Srbiji preglomazan, mi ćemo ih podržati. Moram da kažem da imamo izvesne sumnje, ali da verujemo da će srpska vlada pronaći odgovarajuće rešenje. Srbija je sada pred izborom: da poveća poreze ili smanji javnu potrošnju. Vlada preferira ovo drugo rešenje i mi to razumemo. Samo želimo da vidimo konkretne mere kojima će minus moći da se pokrije – kazao je Tompson, nekoliko nedelja uoči ponovnog dolaska delegacije MMF-a u Srbiju.

On dodaje da fiskalni deficit mora da se smanji jer to može da bude opasno po srpsku ekonomiju, naročito u trenutku kad oporavak krene. Za ovu godinu MMF je odobrio povećanje minusa u javnoj kasi i on sada iznosi 5,5 odsto dok je za narednu godinu planirano smanjenje na 3,5 odsto. Međutim, prema nekim računicama, nepokriveni deo deficita dogodine će biti oko 75 milijardi dinara, i to ukoliko vlada bude uspela da primenom plana strukturnim reformama uštedi 20 do 25 milijardi dinara. Ipak, ministarka finansija Diana Dragutinović istakla je pre dva dana da prema planu uštede nepokriveni deo deficita za sledeću godinu trenutno iznosi 0,5 odsto bruto domaćeg proizvoda i ako MMF bude insistirao napraviće još neke uštede. S druge strane, naš sagovornik ne želi da barata ciframa, već da, kako kaže, porazgovara sa srpskom delegacijom na koji način će smanjiti troškove u kasi.

– Jasno mi je da su i prethodne vlade imale brojne poteškoće da kontrolišu javnu potrošnju i da je to, jedinim delom, i nasleđe iz prošlosti. Ali, činjenično stanje je takvo da je minus u budžetu sada preveliki. I on mora da se smanji. Znam da je to politički, i u neku ruku, tehnički problem. Ali ono što pokušavam da im poručim jeste: ne zatvarajte vrata povećanju poreza. Ne kažem da je to najbolje rešenje, ali je u ovom trenutku to objektivan i realan način da se jaz u državnoj kasi smanji – ističe naš sagovornik.

Kada je o monetarnom delu programa reč, Tomsen ne krije svoje zadovoljstvo. Srpska nacionalna valuta je relativno stabilna, devizne rezerve su na zavidnom nivou. Međutim, ono što ga brine je inflacija, ali i činjenica da su banke rezervisane kada je reč o kreditnoj podršci privatnom sektoru.

– Srbija je u prošlosti imala veliki ekonomski rast, privatizacioni privili su bili visoki. Nažalost, vaša zemlja je taj novac potrošila. U budućnosti se to neće ponoviti, odnosno tako visokih priliva sredstava više neće biti. Zato sam još zabrinut za Srbiju – zaključuje.


Novi vlasnik "Zastava kamiona"?

Kompanija "Manjeti Mareli" mogla bi uskoro da postane novi vlasnik "Zastava kamiona", iako je ranije bilo najavljivano da će "Iveko" kupiti tu fabriku, prenosi agencija FoNet


Zamenik gradonačelnika Kragujevca Nebojša Zdravković tvrdi da su u završnoj fazi pregovori da "Zastavu kamione" preuzme kompanija "Manjeti Mareli".
Italijanski "Iveko" je, sa druge strane, veoma blizu odluke da u bescarinskoj zoni Korman polje nadomak Kragujevca gradi fabriku autobusa, prenosi agencija FoNet. Direktor "Zastava kamiona" Đorđe Nestorović ističe da je prilikom poslednje posete delegacije kragujevačke fabrike "Iveku" menadžment italijanske kompanije saopštio da će dalje razgovarati sa Ministarstvom ekonomije i regionalnog razvoja Srbije.
Poznavaoci prilika ocenjuju da bi zvanične informacije o dolasku "Iveka" i "Manjeti Marelija" u Kragujevac mogle da budu saopštene nakon posete predsednika Srbije Borisa Tadića i ministra ekonomije i regionalnog razvoja Mlađana Dinkića "Fijatu" polovinom novembra.



Public sector rationalisation to create efficient administration

Serbian Prime Minister Mirko Cvetkovic said that according to preliminary estimates public administration personnel should be reduced by 10%, adding that employees who are doing a good job should have nothing to be concerned about.



In an interview with the magazine Policija Danas, Cvetkovic said that personnel reduction will be done so as to create a more efficient state administration and local-self governments and a generally improved public sector. He said that he is convinced that it is possible to create an efficient public sector with a smaller number of employees.

He explained that the purpose of the personnel reduction is to create a better administration, reduce expenses and to turn the state into an efficient service which will address the needs of the people.

He said that reforms will be implemented at all levels in accordance with the law.

Speaking about the Serbian government’s packet of social measures, Cvetkovic said that adequate measures have been taken in keeping with Serbia’s economic capacities, adding that strikes do not resolve problems but rather they point to the underlying problems.

I believe in systemic and long term solutions. The state cannot implement short term solutions which will not give lasting results. We need to create a healthy economy which will be able to compete on the international market, said the Prime Minister.

Commenting on the increasingly frequent attacks by hooligans and other cases of violence within Serbian society, Cvetkovic underlined that violence is not only typical of Serbia, but that prevention of violence is a test which the state will not fail.

The Serbian Prime Minister said that everyone has the right to freely express their opinion, but no one has the right to do that by using violence – neither on the street, nor in the family, nor at stadiums. No one has the right to abuse other citizens or destroy property and to think they will not face justice for doing so.

Speaking about the Pride Parade, Cvetkovic reiterated that the government will ensure that every citizen can exercise his freedoms, which are guaranteed by the Constitution and laws.

I am not happy that this gathering was not held and the government is not trying to distance itself from such an event. We clearly supported the event, just as we will clearly and effectively suppress hooliganism in Serbia, according to the law, the Prime Minister said.

He praised the work of the Ministry of Interior and underlined that Serbia has laid solid foundations for a long-term systematic fight against all forms of crime and corruption.

The economic crisis and economic problems which Serbia has been dealing with for several decades, as well as the heritage from the near past and the fact that Serbia is a country in transition undergoing serious social changes, all these things in their own way generate various forms of crime, Cvetkovic explained and added that despite such circumstances the Serbian Ministry of Interior has been achieving excellent results.



Deputy PM: Irish "yes" to Lisbon Treaty good news for Serbia

Serbian Deputy Prime Minister for EU Integration Bozidar Djelic said that today’s Irish yes at a referendum on the Lisbon Treaty is good news for Serbia’s EU road and the beginning of a new era for Europe.


He explained that Europe’s president and foreign minister will be appointed by the end of this year.

Europe should be ready for new challenges next year, including the enlargement with Western Balkan countries, he said.

Polish and Czech presidents should now sign the ratified agreements so Europe can round up its institutional framework, Djelic said.

Europe has its ups and downs and now we are about to enter a better period, which means better EU perspective for Serbia, he concluded.



Slovakia endorses implementation of Transitional Trade Agreement

Deputy Prime Minister for EU Integration Bozidar Djelic met with Slovak Foreign Minister Miroslav Lajcak.

Lajcak recalled that Slovakia supports the Transitional Trade Agreement and is in favour of including this issue in the agenda of the EU Council of Ministers’ session to be held later in October in Luxembourg.

Djelic thanked Lajcak for Slovakia’s strong support to the visa abolishment process for Serbian citizens.

They also reached agreement on Slovakia’s technical assistance at the expert level when it comes to Serbia’s preparation process for gaining access to EU structural funds, especially in agriculture, human resources and regional development.

Djelic accepted Lajcak’s invitation to visit Slovakia in the upcoming period.



Deputy PM Dinkic to attend annual IMF, World Bank meeting in Istanbul

Serbian Deputy Prime Minister and Minister of Economy and Regional Development Mladjan Dinkic will take part in the annual meeting of the IMF and the World Bank, which will be held on October 6 and 7, in Istanbul, Turkey.

Dinkic, who represents Serbia on the World Bank’s Board of Governors, will also hold several bilateral meetings with IMF and World Bank representatives to discuss the Serbian government’s economic policy.

On October 5, he will speak in Istanbul at a panel discussion “Getting Back to Business”. He will talk about the measures implemented by Serbia for dealing with the global economic crisis. Dinkic will also hold several meetings with Turkish officials and business-people during his stay.



Serbian - Swiss economic cooperaton has potentials

Swiss companies have been present in Serbia for a long time and there are potentials for a more intensive economic cooperation, however, the trade exchange between Serbia and Switzerland is still poor, Swiss Ambassador to Serbia Erwin Helmut Hofer stated.

At a Serbia-Switzerland business forum in the Serbian Chamber of Commerce (PKS), the Swiss ambassador said that Serbia is the key country for doing business in the region.

Hofer stated that Switzerland supports Serbia in the domains of energy industry, setting up of small and middle-size companies, humanitarian work, education and development of municipalities.

Hofer stated that a new strategy of Swiss 2010-2013 presence in Serbia has been adopted, adding that his country supports Serbia on its EU path and its visa regime abolishment.

He said that over 100.000 Serbs working in Switzerland represent a solid bridge of cooperation, adding that the Serbian language is the fourth most important language in that multicultural country.



IMF managing director expects cabinet to present concrete savings plan

International Monetary Fund (IMF) Managing Director Dominique Strauss-Kahn said he expects the government in Belgrade to articulate a plan aimed at covering the 2010 budget gap very soon. IMF Resident Representative in Serbia Bogdan Lissovolik said last week that the Balkan country should aim for a budget deficit of 3.5% of gross domestic product (GDP) next year to strengthen its fiscal balance. The IMF has delayed until October 20 the completion of its second review of its 3.0 billion euro aid arrangement with the government in Belgrade, tying the release of the second and third tranches, worth a combined 1.4 billion euro, to the findings of the upcoming mission.

The International Monetary Fund (IMF) expects Serbia to come up with concrete measures aimed at bridging its 2010 budget gap, either through slashing public spending or raising taxes, IMF Deputy Director for Europe Paul Thomsen said.



WB: Consequences Most Pronounced in East Europe and Central Asia

A need for additional financing have reached the highest level in new economies of Europe and Central Asia, President of the World Bank for that region Philippe Le Houérou said. At a briefing held on the eve of the annual meeting of the World and International Monetary Fund in Istanbul, Le Houérou warned that “what began as the financial crisis turned into a social and humanitarian crisis”, Tanjug reports. “Just as banks were under pressure, now families are under a serious burden, because they face the situation where their breadwinners are losing jobs and have problems paying bills”, he said and recalled that the economic and the financial crisis followed the food and fuel crisis, which already debilitated the purchasing power of citizens in the region of East Europe and Central Asia. “Rising poverty and unemployment are pushing households into destitution and are rendering even more difficult the position of those who were already on the verge of existence, Le Houérou said and added that it is estimated that in the regions of East Europe and Central Asia the number of poor people in 2009 will rise by 15 million, while before the crisis breakout the projections claimed it will depreciate by the same figure.



Banatski Dvor Gas Storage to Be Filled in March

The contract for the completion of the underground gas storage facility Banatski Dvor, which is to be signed with Russian Gazprom, is ready, all that is left is to define accompanying contracts with technicalities – confirmed Dusan Bajatovic, the CEO of Srbijagas. Bajatovic could not specify the exact date for signing the mentioned contract, because he still doesn’t know the time or the venue. In order to get the final signature, the contract has to have consents from Srbijagas and Gazprom management boards, as well as the approval of the government of Serbia. According to Bajatovic, Russian gas should be pumped into Banatski Dvor as of March 2010. – The gas we bought this summer will be used to fill the present capacity of the storage and Gazprom will send us gas in spring – Bajatovic confirmed.



Minister Dragin: Agrarian Directorate to Start on October 19

Directorate for Agrarian Payments, the first specialized institution that will exclusively handle the disbursement of subsidies to agrarian sector will start operating on October 19, as announced by the Agriculture Minister, Sasa Dragin. ‘This is one of the basic instruments through which to disburse subsidies to agricultural producers throughout the entire EU’, Dragin told Beta Agency, and added that the establishment of this Directorate is a precondition for Serbia to use the EU pre-accession funds intended for agrarian sector.



Surplus with CEFTA – USD 913 Million

In the first eight months of the year, Serbia recorded positive results in trade with CEFTA countries, since our gained surplus in external trade amounted to USD 913.2 million, resulting mainly from the exports of agricultural products, announced the Statistical Office of the Republic of Serbia. Our country mostly exported cereals and produces thereof and various sorts of drinks. Regarding imports, items mainly related to iron and steel, electricity and products of non-metal minerals. Our exports in the referent period amounted to USD 1.64 billion, while the imports were USD 723.1 million. The export– import ratio equaled 226.3 %. Last year, Serbia’s surplus in trade with CEFTA countries amounted to USD 1.8 billion, which was also the result of export of agricultural products. CEFTA region is one of rare markets with which Serbia continuously records surplus in trade, i.e. Serbia exports more than it imports to CEFTA. That is the second most important export market for Serbia after the EU. Its additional advantages are proximity and similar business culture, as well as the knowledge we have about their consumers’ preferences. These countries also offer us the possibility of not paying customs fees for the export of products made 70% of materials from CEFTA region or the EU.



Magneti Marelli might soon become the new owner of Zastava Trucks

Magneti Marelli might soon become the new owner of Zastava Kamioni, although it was previously announced that Iveco was going to buy the factory. Deputy Mayor of Kragujevac nebojsa Zdravkovic claims that the takeover is currently being negotiated with Magneti Marelli. On the other hand, Italian Iveco is very close to making a decision on building a bus factory in duty free zone Korman polje, near Kragujevac. Those familiar with the situation believe that the official information on the arrival of Iveco and Magneti to Kragujevac might be announced after President Tadic and Minister Mladjan Dinkic visit Fiat in mid-November.
