Nema smanjenje plata i penzija
Premijem Mirko Cvetković je ponovio stav Vlade da se ne ide na dalje smanjenje plata i penzija u javnom sektoru."Bilo bi moguće kroz smanjenje plata i penzija da se ide na dalje smanjenje javne potrošnje, ali bi to imalo negativan efekat u periodu recesije jer te plate i penzije kreiraju tražnju i podstiču proizvodnju", rekao je Cvetković.

Ako bi se smanjile plate i penzije, kako je naglasio Cvetković, ljudi bi imali manje para i manje bi kupovali, što bi produbilo recesiju.

"Mi pokušavamo da stručnim argumentima objasnimo da to nije dobar put", rekao je Cvetković.

Cvetković je rekao da Vlada Srbije radi na više frontova kako bi obezbedila novac za pokrivanje budžetskog deficita.

"Sigurno je da ćemo obezbediti pokriće tog deficita", potvrdio je Cvetković.

Cvetković je na konferenciji za novinare, povodom godinu dana rada vlade, istakao da je prilikom poslednjeg boraka u Njujorku razgovarao sa predstavnicima Vlade Rusije o kreditima te zemlje Srbiji. On je precizirao da je ražgovarao o dve vrste kredita - finansijskom za pokriće budžetskog deficita i kreditima za određene projekte.

Prema njegovim rečima, dogovoreno je formiranje radnih grupa koje će razgovarati o projektnim i finansijskom kreditima.

Cvetković je rekao da su već obavljeni prvi razgovori ministrarstava finansija dve zemlje i "stvar ide u dobrom pravcu".

On je istakao da se sa predstavnicima Kine razgovara o kreditima za investicione aktivnosti za 2010. godinu i oni nisu vezani za pokrivanje deficita.

Govoreći o posledicama svetske ekonomske krize, Cvetković je naglasio da će doći do privrednog oporavka i izrazio uverenje da je najgore prošlo.

On ocenio da je posle početnih teškoća stabilizovan finansijski sistem i, nakon devalvacije, kurs dinara je stabilizovan.

Drastični pad industrijske proizvodnje, kako je rekao Cvetković, zaustavljen je u martu.


Izmenjen zakon o fondovima
Izmenama Zakona o investicionim fondovima omogućeno je da društva za upravljanje i povezana lica mogu da ulažu u investicione jedinice i akcije fonda.
Ulaganje može biti najviše 20 odsto neto vrednosti imovine fonda, što bi trebalo da bude dodatni podsticaj osnivačima investicionih fondova da sopstveni kapital plasiraju na način koji pospešuje njihovo poslovanje.

Cilj donošenja je da se u uslovima globalne finansijske krize, zbog koje je značajno pogoršan finansijski položaj i poslovanje društava za upravljanje investicionim fonodvima, kao i imovina samih fondova, obezbedi stabilnije i sigurnije poslovanje investicionih fonodava.

Izmenjene su i odredbe koje se odnose na organizacionu i tehničku sposobnost tako što se propisuje da je društvo za urpavljanje dužno da angažuje najmanje jednog portfolio menadzera zaposlenog na neodređeno vreme za upravljanjem investicionim fondovima.

Zakon će stupiti na snagu ranije od osam dana od dana njegovog bjavljivanja.

Poslanici su pre tog zakona usvojili i zakone o regionalnom razvoju, o kontroli državne pomoći i o zaštiti konkurencije.


MMF:Počinje izlazak iz recesije
Globalna ekonomija počinje da se izvlači iz recesije, ali će oporavak biti spor i vlade treba da nastave da podržavaju privrede svojih zemalja. ocenio je MMF.U ažuriranom izveštaju o Svetskim ekonomskim izgledima MMF je ocenio da će svetska ekonomija ove godine najverovatnije imati negativnu stopu rasta od 1,4 procenta, što je neznatno lošija prognoza od one objavljene u prethodnom izveštaju, u aprilu, kada je očekivan pad od 1,3 odsto.

Međutim, u najnovijoj analizi se ocenjuje da će se u 2010. godini svetska privreda oporaviti brže nego što se očekivalo u aprilu - uz rast od 2,5 procenta, prema aprilskoj projekciji od 1,9 odsto.

"Finansijski uslovi su poboljšani više nego što smo očekivali, zahvaljujući uglavnom javnoj intervenciji, a najnoviji podaci sugerišu da stopa pada ekonomske aktivnosti postaje sve umerenija, iako u različitimi nivoima, u zavisnosti od regiona", navodi se u izveštaju.

Stav je MMF-a da države moraju da i dalje podržavaju svoje privrede, sve dok se ponovo ne uspostavi rast i ne prestanu deflatorni rizici.

Tamo gde je to moguće, centralne banke treba da istraže mogućnost dodatnog smanjenja interesnih stopa i da signaliziraju da nameravaju da ih drže na niskom nivou sve dok se oporavak ne ustali.

MMF smatra da zabrinutost zbog podizanja nivoa zaduženosti vlada, kao posledice veće državne potrošnje kako bi se pomoglo ekonomiji, izbacuje u prvi plan potrebu za jačim sistemom fiskalne politike na srednji rok.

"Iako fiskalna politka treba da bude u znaku podrške (privredi) i 2010, trebalo bi istovremeno praviti planove za ponovno uspostavljanje fiskalne ravnoteže i obezbeđivanje održivih planova za rešavanje problema dugova pošto se rast stabilizuje", ocenjuje se u izveštaju.


AML: Epilogue in Court Could Be Years Long
Only last year the Directorate for the Prevention of Money Laundering received 2,900 denouncements relating to suspicious transactions. The Directorate is working on 75 cases, i.e. on fifteen more than its annual average – said the Directorate’s director Aleksandar Vujicic, yesterday at a news conference. According to him, most of the money laundering cases, which involve an attempt to insert illegally acquired money in legal circulation, happen in privatization, real estate sector, or when people open hospitality establishments. Vujicic said that the majority of cases will be prosecuted, but that the cases’ epilogue in court might happen in a few years. According to him, in cooperation with the Tax Administration, the Directorate established that the state lost EUR 15 million due to money laundering from 2007 until now.


Slovak SAMRS Approves First Tranche of EUR 1.6m Aid To Serbia
Slovakia's official development assistance agency, SAMRS, has approved 700,000 euro ($972,510) in funding for several projects in Serbia, Belgrade broadcaster b92 reported on Wednesday.

The approved funding is the first tranche of 1.6 million euro in aid to Serbia SAMRS has earmarked for the current year out of 7.5 million euro it has slated for aiding countries worldwide, (www.b92.net) quoted State Secretary of Slovakia's Foreign Ministry Olga Algajerova as saying.

The first tranche of the aid will go towards financing five projects, in which Slovakia can pass to Serbia its experience in the area of transition to free market economy and joining the European Union, Algajerova said. Slovakia joined the EU in 2004.

The five projects include infrastructure projects with emphasis on protecting the environment, new business activities and the development of economic opportunities in the process of integration to the European Union, Algajerova said. She added that SAMRS aims to aid countries which Slovakia considers a priority.

“These countries are Afghanistan, because Afghanistan is a priority of the North Atlantic Treaty Organisation, Kenya, which is considered a priority of the EU, and Serbia, because Slovakia’s foreign policy is geared towards the balkans,” Algajerova said.

SAMRS also aided Montenegro and Bosnia with a combined total of 900,000 euro so far this year


Anti-trust Law Adopted
Serbia's parliament on Wednesday adopted an anti-trust bill, bringing the European Union-aspiring country one step closer to joining the bloc, the country's Trade Minister Slobodan Milosavljevic said.

''This is a European law which will permit a free market match. By strengthening mechanisms allowing efficient application of rules that permit a balanced market competition, this law will ensure the protection of public interest through creating market conditions that are equal for all participants. The law will benefit citizens who will be able to choose better quality goods and services at lower prices,” Milosavljevic said in a statement.

The Law on Protection of Competition will enable Serbia's anti-trust watchdog, the Commission for Protection of Competition, to impose fines on those breaking the law equivalent to 10% of their annual revenue. The new bill will also help attract new investments to Serbia in a more balanced way, Milosavljevic said.


Hungary and USAID Provide Help for Local Economic Growth
The Embassy of Hungary in Serbia and USAID signed yesterday an agreement on cooperation which envisages their joint support to local economic development in Serbia. The agreement was signed by the Hungarian Ambassador in Serbia Sandor Pap and USAID director Michael Harvey. “We supported Serbia on its EU accession path and realized it wasn’t enough, which is shy we intend to focus on other options, such as providing aid for local economic development,” stressed Pap.


Cross-border projects in Serbia and Bosnia and Herzegovina to get EUR 3.24m
European Union has set aside 3.24m EUR for cross-border cooperation projects between Serbia and Bosnia and Herzegovina - the Ministry of Finance of Serbia announced.

The Ministry of Finance of Serbia and the Directorate for European Integrations of Bosnia and Herzegovina have announced the first invitation for submission of draft projects, which lasts until October 6, 2010, and projects will be financed from the pre-accession funds of European Union (IPA) for year 2007 and 2008.

The cross-border cooperation projects can be focused on the regions of Srem, Mačva, Kolubara and Zlatibor in Serbia and the Sarajevo region and the Northeast region in Bosnia and Herzegovina.

The value of donation ranges between 20,000 and 30,000 EUR, and the projects can last between six months and two years.

The aim of the programme is to connect people, communities and economies of the border regions in Serbia and Bosnia and Herzegovina, as well as to improve competitiveness of the economy and cultural and natural resources and cooperation between expert public and civil society.

Porr to finish scrapyard near Leskovac prior to end of 2009

Company "Porr Werner&Weber" announced that the completion of construction of scrapyard "Željkovac" near Leskovac was expected in the third or the fourth quarter of year 2009.

That company announced that that investment project included financing of construction and operations of that scrapyard for solid waste, including recycling center and landfill gas storage (LFG) for the needs of the Regional Waste Management Agency (RWMA) "Jablanički okrug".

Short report "Summary of environmental and social influence" has been prepared by the International Finance Corporation (IFC) as a part of its environment protection activities.

According to earlier information, this investment is worth 36.5m EUR.



Stress Test for Banks
Until the end of September the National Bank of Serbia will carry out testing of power and endurance of four state and twelve largest commercial banks in case some unexpected impact on their activities happens. Afterwards, it will analyze other banks in the country. This analysis, which became common in the world, is part of Serbia’s commitment stipulated in the agreement signed with the International Monetary Fund. The IMF says that the idea to carry out “stress tests” in Serbian commercial banks as well is a result of the need to check how much money they have and in what way their capital would behave in high-risk situations. “We will be simulating different scenarios with an aim to determine their influence on banks’ financial power, state and endurance”, they explain at the National Bank of Serbia. The NBS states that the results of “stress testing” cannot be observed as final response, but can be seen as a framework that could serve to get a picture of current sensitivity of the concrete bank and entire sector to possible disruptions. “The main point is to direct managers, directors and regulatory bodies’ attention to discovering risk factory that may have influence on certain bank’s stability, and as a last resort to its survival”, claims the NBS.


BSE Records EUR 100 Million Worth Trading Volume in H1
The overall trading volume on the Belgrade Stock Exchange in H1 this year amounted to EUR 100 million, which accounts for only 25% of trading in the same period in 2008, stated yesterday the chief analyst at the BSE Miroljub Ristic. At the presentation of Ekonomist Media Group’s issue Banks, Capital Markets, Insurance and Leasing Companies, he said that trade at the BSE stabilized in H1 2009. The main goal is to regain foreign investors and increase liquidity, said Ristic. He estimated that the Belgrade Stock Exchange was stri=ongly hit by the crisis, more than other stock exchanges in the region.


PM Cvetkovic says the worst has passed

PM Mirko Cvetkovic says that Serbia has already hit rock bottom as far as the economic crisis is concerned and that the situation is steadily improving.

“Whether we will return to the bottom, no one knows yet. I am an optimist, and I don’t think we will. All our efforts have borne fruit and we are currently in a much better situation,” Cvetkovic said.

The minister said that, at the upcoming meeting with the International Monetary Fund delegation in August, there would be talk of increasing the budget deficit. He added that the Serbian side would insist on maintaining wages, pensions and VAT at the same level.

He said that the fall in gross domestic product (GDP) could be less than the forecast 3.5 percent, because there were indications that agriculture, unlike industrial production, would enjoy a positive growth rate.
