Agrobanka in Banja Luka in early 2011
Agrobanka in Banja Luka, which is being formed by Belgrade-based Agrobanka and Investment-Development Bank of the Republic of Srpska (IRB RS), should be opened in the first quarter of the next year.

Daily paper Glas Srpske was told that by Head of the Cabinet of the Chairman of the Executive Board of Belgrade-based Agrobanka Aleksandar Maric. He pointed out that, in addition to licenses and consents for the opening of that bank in Banja Luka, it was also necessary to provide an adequate office space, create technical conditions for work and employ required staff.

- In accordance with the decision of the Government of the Republic of Srpska, IRB RS will be the co-founder of Agrobanka in Banja Luka - said Maric and added that Agrobanka Banja Luka would be carrying out all saving-deposit, credit, guarantee, payment and e-banking operations.

Maric emphasized that the accent would be placed on networking and cooperation of companies from Serbia and the Republic of Srpska.

As he added, Agrobanka will be at the disposal of agricultural farms, households, as well as citizens.

People at IRB RS said that the headquarters of Agrobanka would be in Banja Luka and that the opening of offices in other municipalities in the Republic of Srpska was also in the pipeline.

"The procedure of formation of Agricultural Bank Agrobanka in Banjaluka is expected to be finished in early 2011", said the people at IRB.

As President of the Association of Agricultural Manufacturers and Cattle Breeders of the Republic of Srpska Vladimir Usorac explained, the main problem that the farmers in Srpska has been experiencing so far is the access to financial means and institutions.

- With the formation of Agrobanka, this problem will be solved and we will finally have the chance to get the funds for introduction of new technologies, which will enable us to raise the competitiveness of the domestic production in Europe and all around the world - said Usorac.

The Assembly of Agrobanka in Serbia made the Decision on formation of this bank in Banja Luka at its session in October.

Projects
Aleksandar Maric says that Agrobanka has successfully implemented numerous big projects in the agricultural and food industry of Serbia during its decades-long existence.

Decision on Agroziv on December 8
- The value of Agroziv has been estimated at 34 million euros and public company Srbijagas has offered 11.3 million euros. Regardless of the fact that the bid is lower, we believe it is a good solution, especially if all 1,000 employees keep their jobs. The Board of Creditors will have a meeting tomorrow at 1 PM and I believe that they will accept the offer of public company Srbijagas - Stojin Ziva, the Chairman of the Executive Board of Nezavisnost Trade Union and Agroziv, told daily paper Blic.

The trade union is of the opinion that the Government of Serbia's decision on the takeover of Agroziv by public company Srbijagas is a good move that will save the chicken meat market of Serbia from being controlled by foreigners.

- If we were taken over by Perutnina Ptuj, the market would be controlled by Slovenians who would most certainly close the slaughterhouse in Zitiste because they have the same capacity in Backa Topola. The public company, as the owner, guarantees preservation of the chicken production - says Stojin who claims that the production in Agroziv, which is in bankruptcy since 2008, flows without interruption. The documentation for acquisition of Agroziv has been purchased only by public company Srbijagas.

Serbia asked for linear increase of IPA funds
Deputy Prime Minister for European Integrations Bozidar Djelic suggested yesterday in Brussels that the funding from the European funds for countries aspiring to membership in the Union should begin to increase linearly and that the EU should provide guarantees for the budgets of these countries, it is announced on the website of the Government of Serbia.

The Deputy Prime Minister, who is attending the IPA regional conference themed “Sustainable outcomes and impacts”, said that Europe was beginning to think about the ways of financing the Western Balkans and Turkey in the coming eight years.

- Therefore, it is essentially important that the two presented ideas were well-received - he said.

The Deputy Prime Minister explained that financial support should be provided for the countries seeking EU membership linearly throughout the upcoming years.

- That would mean that instead of the official €200 million, Serbia could receive from the IPA funds 300, 500, 600, 800 million euros in the years to come in order to get better prepared for admission to the EU - he explained.

- Another idea is to give guarantees to the EU for Serbia’s budget so that we could borrow money in the capital market under the same conditions that apply to the EU, including an interest rate of around 1% per year - Djelic said.

- This increased support from the EU and the provision of guarantees are now for the first time supported by European officials - Djelic explained and underlined that the precondition for both things was a transparent, uncorrupted financial system in which European taxpayers were aware of what the money was spent on.
