Prvi efekti saradnje sa DFC već u novembru - Više milijardi evra za mala i srednja preduzeća
Prvi efekti saradnje sa kancelarijom Međunarodne finansijske razvojne korporacije (DFC) u Beogradu, biće vidljivi u novembru, a u pitanju je više milijardi evra za mala i srednja preduzeća.

To su izjavili ministar finansija Siniša Mali i predsednik Privredne komore Srbije Marko Čadež.

Mali je rekao da će prvi efekti saradnje sa DFC biti vidljivi već u novembru, te da je Srbija dolaskom DFC-a dobila tri ključne stvari - novu garantnu šemu, podršku za mikro, mala i srednja preduzeća i poziv američkim investitorima da dođu u zemlju.

- U pitanju su milijarde evra, za to smo dobili potvrdu. Dakle, ne znamo još tačan iznos, jer dosta zavisi i od nas i naših projekata, kao i od naših preduzeća, ali svakako da je reč o ogromnom novcu - rekao je Mali u intervjuu za Kurir.

Ministar je izrazio uverenje da će uskoro doći do konkretnihjih dogovora imajući u vidu činjenicu da su Amerikanci brzi i efikasni i da je kancelarija otvorena dve i po nedelje nakon potpisivanja Vašingtonskog sporazuma.

- Plan je da do kraja sledeće nedelje dobijemo konkretne predloge za garantnu šemu i za podršku mikro i malim preduzecima. Ukoliko su ti predlozi prihvatljivi, uz eventualne male korekcije, možemo da krenemo u usvajanje neophodnih dokumenata relativno brzo - rekao je on.

Čadež je izjavio da je otvaranjem regionalne kancelarije Međunarodne finansijske razvojne korporacije (DFC) u Beogradu praktično počela realizacija vašingtonskog sporazuma o normalizaciji ekonomskih odnosa Beograda i Prištine.

- To će privredi vrlo brzo doneti vidljive, konkretne koristi. Prva sredstva iz američkih fondova, kako je najavljeno, mogla bi da budu na raspolaganju već krajem novembra. I to onima kojima su u ovom trenutku najpotrebnija - malim i srednjim preduzećima - rekao je Čadež u intervjuu za Novosti.

Na pitanje da li je utanačeno sve oko otvaranja predstavništva PKS u Jerusalimu, Čadež je odgovorio da će prostor u jerusalimskom Margalit startap sitiju PKS biti na raspolaganju od 1. oktobra.

- S Vladom Srbije ubrzano radimo na preciziranju svih formalno-pravnih i tehničkih detalja i sporvođenju potrebnih procedura za otvaranje zajedničke kancelarije koja će se baviti razvojem ekonomskih veza sa Izraelom, posebno sardanje u oblasti inovacija - rekao je Čadež.


First Effects of Cooperation with DFC in November – Several Billion Euros for SMEs
The first effects of the cooperation with the office of the U.S. International Development Finance Corporation (DFC) in Belgrade will be visible in November, namely, several billion euros for small and medium enterprises.

This was stated by Serbian Finance Minister Sinisa Mali and the president of the Chamber of Commerce of Serbia (CCIS), Marko Cadez.

Mali said that the first effects of the cooperation with the DFC would be visible in November and that, with the arrival of the DFC, Serbia had gotten three key things – a new guarantee scheme, support for micro, small and medium enterprises and an invitation to American investors to come to the country.

– Were talking billions of euros, and this has been confirmed. So, we dont yet know what the exact amount is, because a lot depends on us and our projects, as well as on our companies, but it is certainly a huge amount of money – Mali said in his interview for Kurir.

The minister expressed his conviction that more concrete agreements would follow not long after, considering the fact that, according to him, the Americans work fast and are efficient and that the office opened two and a half weeks after the signing of the Washington agreement.

– The plan is to get concrete propositions for the guarantee scheme and for support to micro and small enterprises by the end of the next week. If those propositions are acceptable, with potential slight adjustments, we can start adopting the necessary documents relatively quickly – he said.

Cadez stated that, with the opening of the DFC office in Belgrade, the realization of the Washington agreement on the normalization of the economic relations between Belgrade and Pristina had practically started.

– This will soon bring apparent, concrete benefits to the economy. The first money from the American funds, as announced, might become available in late November and it would be available to those who need it the most at the moment – small and medium enterprises – Cadez said in his interview for Novosti.

When asked whether everything was arranged for the opening of a CCIS office in Jerusalem, Cadez answered that the premises at the Margalit Startup City in Jerusalem would become available to the CCIS on October 1.

– We are working fast with the Government of Serbia on specifying all the formal-legal and technical details and carrying out all the necessary procedures for the opening of a joint office that would deal with the development of the economic ties with Israel, especially cooperation in the field of innovations – Cadez said.

Kompanija Delta holding saopštila je da nije učestvovala na ponovljenom tenderu za kupovinu Sava Centra, koji je istekao danas, jer smatra da su ponuđena cena i obavezno ulaganje, neisplativi.

- Ponuđena cena od 21,9 mil EUR i ulaganje od 60 mil EUR, koje naši konsultanti smatraju neophodnim, čine ovu investiciju neisplativom u razumnom roku. Delta holding je ranije potvrdio da je zainteresovan za ulaganje u Sava Centar, ali pod uslovima koji omogućavaju da investicija bude održiva, prihvatljiva za banke koje ovakve investicije prate, za njene zaposlene i za društvenu zajednicu - navodi se u saopštenju.

Kako ističu, kompanija je i dalje spremna da svojom investicijom Sava Centar učini modernim i funkcionalnim kongresnim centrom, "koji će Beogradu doneti velike poslovne skupove i kulturne događaje, sa više od 5.000 posetilaca".

- Takvo poslovanje Sava Centra donelo bi korist brojnim preduzećima i pružaocima usluga u Beogradu, a gradu i državi povećane uplate u budžet kroz rast prihoda od PDV-a - navode iz Delte.

Podseetimo, Grad je u potragu za partnerom prvi put krenuo 2016. godine, kada je raspisan javni poziv za osnivanje zajedničkog privrednog društva, na koji se javio samo Delta holding, ali nije postignut dogovor o partnerstvu.

Novi javni poziv objavljen je krajem 2017. i od partnera se očekivalo da renovira kongresnu i opštu infrastrukturu centra.

Grad i Delta su sredinom 2018. godine započeli direktne pregovore koji su bili nesupešni i ubrzo je stigla vest da će se za Sava centar tražiti koncesionar.

Na prethodnom tenderu, oglašenom u avgustu, početna cena je bila 27,4 mil EUR i obavezno ulaganje od najmanje 50 mil EUR, ali nije dostavljena nijedna ponuda.


No Bid from Delta for Purchase of Sava Centar at Repeated Tender
Delta Holding has announced that it did not take part in the repeated tender for the purchase of Sava Centar, which expired on September 25, because it believes that the offered price and the mandatory investment are not cost-effective.

– The offered price of EUR 21.9 million and an investment of EUR 60 million, which our consultants consider necessary, make this investment not cost-effective in a reasonable term. Delta Holding confirmed earlier that it was interested in investing in Sava Centar, but only under such conditions that enable the investment to be sustainable and acceptable for the banks which follow such investments, for the employees and for the community – the statement reads.

As they point out, the company is still ready to make an investment in Sava Centar that would turn it into a modern and functional congress center, “which would bring large business gatherings and cultural events, with more than 5,000 visitors, to Belgrade”.

– Such business operations of Sava Centar would benefit numerous companies and service providers in Belgrade and bring increased budget revenues to the city and the state through a growth of the VAT revenues – Delta says.

Let us remind that the city first started looking for a partner for Sava Centar in 2016, when a public invitation for the founding of a joint business entity opened. At the time, only Delta Holding responded, but no partnership agreement was reached.

A new public invitation opened in late 2017, when the potential partner was expected to renovate the congress and general infrastructure of the center.

In mid-2018, the City of Belgrade and Delta initiated direct negotiations, which proved to be unsuccessful, after which it was announced that a concessionaire was to be sought for Sava Centar.

At the previous tender, which opened in August, the initial price was EUR 27.4 million, and there was the condition of a mandatory investment of at least EUR 50 million, but no bids were sent.
