Nicović: "Niteks" može da se vrati na tržište

Vlasnik niškog "Niteksa" Đorđije Nicović izrazio je uverenje da ta firma može da se vrati na tržište, ali da će, ako se ne postigne dogovor sa sindikatima i državom, koji će omogućiti početak poslovanja, biti predložen raskid ugovora, uz vraćanje uloženog novca


- Mislimo da "Niteks" može da se vrati na tržište. U ovom momentu možemo da budemo konkurenti sa stanovišta kvaliteta i cene, pod uslovom da imamo savesne radnike i da nemamo sabotaže u preduzeću - rekao je on.

Nicović je precizirao da će državi, pored raskida, ako ne bude dogovora, biti predložena još tri rešenja, poput konverzije potraživanja države u kapital preduzeća, ali i mogućnost da u "Niteksu" država i "Irva" postanu suinvestitori. Kao poslednje, ali po radnike i najgore rešenje, biće ponuđen stečaj sa likvidacijom firme.

Nicović je najavio ponovne pregovore sa Samostalnim sindikatom preduzeća, sa predlogom da radnicima sve zaostale obaveze budu uplaćene do kraja avgusta, kao i jedan regres do sredine septembra, i izrazio očekivanje da će ovoga puta radnici prihvatiti dogovor.

Srpski biznismen, koji se nalazi na čelu velike investicione grupacije "Irva investicije" i koji se retko pojavljuje u medijima, tvrdi da je od trenutka preuzimanja ove niške firme imao problema, jer je zatekao bilanse različite od onih koji su navedeni u tenderskoj dokumentaciji.

- Umesto sedam miliona evra dugova, dočekalo nas je 14 miliona evra. Pri tom, komercijalni dugovi bili su za četiri miliona evra veći, za milion evra bio je veći dug prema zaposlenima, a dva miliona evra je bila razlika na ime dugovanja Poreskoj upravi i državi - rekao je on i dodao da je, umesto predviđena dva miliona evra, koliko je u "Niteks" trebalo da uloži u prve dve godine, samo u prvih 18 meseci investirao više od pet miliona evra.

Nicović je zatečen dešavanjima u preduzeću i izrazio je sumnju da je deo štrajkača instruisan i da ih neko za to plaća, ali nije mogao da tvrdi ko bi to mogao da bude.

Na pitanje, ako Samostalni sindikat u tom preduzeću ne zastupa interese radnika, čije onda interese zastupa, Nicović kaže da postoji određena grupa koja je želela da dobije otpremnine iznad 100 evra po godini staža, koliko je dogovoreno kolektivnim ugovorom.

- Takođe, deo tih ljudi je u ranijem periodu učestvovao u otuđivanju imovine - dodaje on, precizirajući da tu pre svega misli na otuđivanje odmarališta u Mlinima u Hrvatskoj, koje je iz "Niteksa" isknjiženo i na volšeban način nestalo.

On je naveo da je novac za plate obezbedio iz subvencija koje daje "Irva" na nivou grupacije, ali i od partnera, koji veruju da će "Niteks" početi da radi.

Nicović tvrdi i da bi plate od 12.500 dinara, koliko je nuđeno u dogovoru sa sindikatom ASNS, mogle da bude povećane na oko 22.000 dinara, ako bi se mesečno realizovao proizvodni program u vrednosti od 45 miliona dinara, kao i da bi mogao da nađe partnere iako su mnogi poslovi ugovoreni ranije propali.

On je ocenio da je neophodna podrška države u konsolidaciji tekstilne industrije, kao i da je na nedavnom sastanku sa premijerom Mirkom Cvetkovićem ukazano da tekstilna industrija sa velikim brojem zaposlenih radnika treba da opstane i da država mora da pomogne u njenom oživljavanju.

- Nije državi svejedno da li će 3.000 ljudi, koliko radi u grupaciji "Irva", ostati da radi. Mora se priznati da su oni platili poreze državi, više nego u prethodnih osam godina. Gašenjem tih mesta, ili 40.000 koliko ih ima u toj grani, država bi izgubila 29 milijardi dinara koliko se na ime poreza sliva u budžet - naglašava Nicović.

Prema njegovim rečima, predloženo je i da se sredi stanje u javnim nabavkama, ali i u sivoj ekonomiji.

- Tražili smo i da se na bolji i efikasniji način tekstilna industrija uključi u javne nabavke koje godišnje samo u tom delu (vojska, policija, železnica, javna preduzeća) nabavljaju robu u vrednosti od 55 do 75 miliona evra - kazao je on.

Nicović priznaje da je situacija u privredi, pa i u njegovoj grupaciji, zbog ekonomske krize teška, ali je isključio mogućnost započinjanja drugih štrajkova.

"Irva investicije" je u prethodnih nekoliko godina uložila u srpsku privredu i preduzeća negde oko 170 miliona evra, i u toj grupaciji zaposleno je između 12.000 i 13.000 ljudi, podseća ovaj biznismen.

On navodi da je u "Prvom maju" iz Pirota, čiji je on vlasnik, situacija povoljnija, plate se primaju redovno, zaposleno je 1.600 radnika i njihov prosek zarada kreće se do 16.000 dinara, dok je uposlenost kapaciteta nešto veća od polovine. Malo drugačija situacija je u "Rudniku", gde postoji veći pad uposlenosti kapaciteta i gde je bilo kašnjenja za plaćanja doprinosa za zdravstvo, ali su u međuvremenu i te obaveze izmirene.

Nicović precizira da agrarne firme iz njegove grupacije ("PIK Bečej", "Agrobanat" i druge) bolje stoje, pa tako očekuje da na više desetina hiljada hektara, koliko je u njegovom posedu, bude proizvedeno oko 200.000 tona hrane.



Zagrebačka berza uvodi novi indeks

Zagrebačka berza će 7. septembra uvesti indeks najlikvidnijih akcija Crobex10, u koji će biti uključeno 10 preduzeća sa najvećom tržišnom vrednošću i prometom akcija


Sastav novog indeksa biće revidiran na svakih šest meseci, nedelju dana posle revizije opšteg indeksa Crobex, a težina deonice pojedinačnog preduzeća u indeksu biće ograničena na 20 odsto, da bi se izbegla dominacija akcija velike vrednosti, navedeno je u saopštenju Zagrebačke berze.

Cilj uvođenja novog indeksa je bolje informisanje zainteresovanog dela javnosti, poboljšanje uporedivosti podataka, razvoj naprednijih alata za analiziranje i upoređivanje podataka sa tržišta, a novi indeks biće i osnova za izradu novih investicionih proizvoda.



Skok indeksa svetskih berzi

Svetska tržišta akcija i sirovina ojačala su nakon što je kineska centralna banka ponovila odlučnost da olabavi monetarnu politiku, kao i pod uticajem dobre zarade kompanija koja je obradovala investitore



Špekulacije da se Narodna banka Kine priprema na pooštravanje kreditiranja prethodno su uplašile investitore koji su računali da će u toj zemlji biti nastavljeno slabljenje monetarne politike, koje doprinosi oživljavanju domaćeg i globalnog rasta.

- Postoje izgledi da tržišta nastave da jačaju kao rezultat povećane korporativne zarade i plodonosnije ekonomske perspektive - ukazao je analitičar kompanije "ETX kepital" u Londonu Manoj Ladva.

- Veliki deo poboljšanja korporativnih performansi je, međutim, ostvaren na račun kresanja troškova, dok je obim trgovine na tržištima akcija i dalje mali - dodao je on.

Glavni svetski indeks akcija MSCI ojačao je za 0,6 odsto, posle dvodnevnih gubitaka. On je ranije ovog meseca uvećan za sedam odsto, posle gubitaka od 0,7 odsto u junu kojima je prekinut tromesečni uzlazni trend. U Evropi je FTSEurofirst 300 povećan za 1,2 odsto, dok je japanski Nikei ojačao za 0,5 odsto, dostigavši najvišu zaključnu vrednost za devet meseci. Vrednost kineskih akcija uvećana je za 1,7 odsto, posle potonuća od pet odsto u prethodnom trgovanju.

Pažnju tržišta privukla je i vest da je nezaposlenost u Nemačkoj u julu neočekivano smanjena, prvi put za devet meseci, čemu su doprinele vladine mere, dok je ekonomsko poverenje u zoni evra ovog meseca odskočilo na najviši nivo za osam meseci, što najavljuje da se privreda izvlači iz recesije.

Evro je na valutnim berzama ojačao za 0,3 odsto, na 1,4077 dolara, podstaknut povećanjem ekonomskog poverenja u evro-zoni. Američki stručnjak za devizna tržišta u Banci Njujorka Sajmon Derik, međutim, ukazuje da je potrebno još značajnijih signala da će oporavak u drugom polugođu biti održivog karaktera.



IMF: Banks in Eurozone to Be Purged of Risky Assets
Banks in the Eurozone should be thoroughly purged of risky assets after the so-called 'stress tests' have been published with the goal to encourage a fragile economic recovery , stated today the director of the European subsidiary of the International Monetary Fund Marek Belka. "The more things we do to purge banks in order to enable them to play their international roles, the faster the recovery will be," said Belka on a press conference. Sixteen countries which use euro will record a 'humble recovery' next year, says the IMF and adds that the region's corporate sector will be 0.3% weaker than in 2010.


Western Union Invests USD 5 Million in Serbia
Over the last eight years, as long as it has been in the Serbian market, the company Western Union invested more than USD 5 mn in Serbia. Investments have been made into educating employees at banks and post offices that offer money transfer services for Western Union, development of technology and brand promotion. Fabio Delgroso, Western Union Director for the Adriatic Region pointed out at the yesterday’s press conference in Belgrade that citizens of Serbia can raise money they get from abroad at 1,800 locations.

Erste Bank’s Profit in Serbia Drops by 16.7 Pct
Erste Bank Serbia said that in the first six months its revenues totaled USD 173.8 mn, which is by 16.7 pct less than in the same period a year ago. According to it, savings reached RSD 30.16 bn, which is by 17 pct more than at the end of 2008, while company deposits increased by 31.5 pct, and citizens’ savings by 4.2 pct.


EBRD Lends 150 Mln Euro for Construction of Key Motorway Section in Serbia
The Board of Directors of the European Bank for Reconstruction and Development (EBRD) has approved a 150 million euro ($211.5 million) sovereign loan to the Republic of Serbia to finance the construction of a new motorway section in Serbia, E-80, along the strategic Corridor X, the lender said in a statement on Friday.

Corridor X is one of the ten pan-European corridors and Serbia’s main transport route. It provides vital links to Macedonia and Greece in the south and to Croatia, Hungary and Western Europe in the north.

The construction of the 90 kilometre-long motorway, running from Nis, Serbia’s third largest city in south east of the country, to Dimitrovgrad, on the border with Bulgaria, will allow Serbia to capitalise further on its location as a transit country for international traffic, the statement said.

The first section of the E-80 motorway, 18 km from Nis to Prosek, has already been built. The EBRD loan will be used to finance the construction of the remaining sections of the new four lane motorway, it added.


The motorway will be built on a new route, which includes interchanges with the existing road network. Like all Serbian motorways, the E-80 will be tolled, the lender said.

With a total cost of approximately 795 million euro, the project is co-financed by the World Bank, the European Investment Bank and the Republic of Serbia.

The project is complemented by grant funds from the EBRD Western balkans Fund, which will be used to develop a plan for introducing the private sector into road toll collection and are being sought to assist with the preparation of the by-laws necessary for the implementation of the Roads Law in Serbia.

“Through this loan the EBRD reinforces its commitment to support the modernisation of transport infrastructure in Serbia. The construction of the E-80 motorway is a strategic project for Serbia and for the region. It will bring great benefits to Serbia in terms of trade facilitation and regional integration within the balkans,” EBRD business Group Director for Transport Thomas Maier said in the statement.

Since the beginning of its operations in Serbia, the EBRD has committed over 1.6 billion euro to the Serbian economy, of which more than 610 million euro in the infrastructure sector.


Serbia's H1 Trade Gap Shrinks 44.5% to $3.44 Bln
Serbia's trade deficit shrank by 44.5% year-on-year to $3.44 billion (2.09 billion euro) in the first six months of 2009, the country’s statistics office said on Friday.

Exports fell by 32.8% on the year to $3.75 billion through June, while imports dropped by an annual 39% to $7.19 billion, the statistics office said in a statement on its website.

In June alone, the trade deficit shrank to $531 million from $1.101 billion a year ago.

Serbia's trade gap widened 23.6% to $12.026 billion last year.

Serbia's June Industrial Output Falls 14.1% Y/Y
Serbia's June industrial output dropped 14.1% on the year after falling by an annual 19.5% in May, national statistics office said on Friday.

In June Serbia's industrial output was 12% lower than last year's average, the office said in a statement on its website. In May, it was 18.5% lower than the 2008 average.


Iindustrial output contracted 17.4% in the first six months of 2009 compared to the same period in 2008.

Serbian Tourist Rise Bucks Trend
Serbia is the only European country to register a rise in the number of foreign tourists visiting this year, with 4 per cent growth compared to last year, Radio Television Serbia, RTS, reports.

Other European states registered an average drop in tourist numbers of around 12 per cent, compared to the same period in 2008.

British daily the Guardian included a section last week on Belgrade as a tourist destination, claiming it is now on the western European music fan's radar. “Serbia’s capital may never be celebrated alongside Prague and Budapest as a beautiful eastern city, but Belgrade is defiantly No 1 when it comes to clubbing,” the newspaper reported.

The National Tourist Organisation of Serbia, TOS, holds presentations at European tourism fairs, encouraging fair-goers to consider Serbia as a potential tourist destination, RTS reports.

“European tourists are more into closer destinations, while Serbia remains far and yet undiscovered [...] part of the continent where many people have never been,” RTS quoted the director of TOS, Gordana Plamenac, as saying.

With Serbian Government support, TOS launched a promotional campaign on CNN in 2007 under the slogan: “The moments to remember”. It cost $500,000 for CNN to play the 40-second commercial more than 500 times over four months.

TOS spokesperson Ljiljana Cerovic told Balkan Insight that the publicity that the Serbian nominee for the New 7 World Wonders contest, Djavolja Varos, garnered could help to generate visits to that economically depressed region of the country.

Djavolja Varos attracted just 3,000 tourists in 2007, but this number grew to 60,000 in 2008, Cerovic added.

Spearheaded by TOS, the destiny of the national tourism industry also relies on local travel agencies.

According to RTS, the Kontiki agency hopes to start a ‘job of the future’ promotion shortly that will bring Japanese tourists to Serbia who are primarily interested in cruising on the Danube river.

Top Tours has launched a regional tourism representation: ‘Balkans Without Borders." The company told RTS that building ties with tourist agencies abroad is the only way to attract foreign clients.


Rast nezaposlenosti u zoni evra

Evropska unija saopštila da je stopa nezaposlenosti u zemljama koje koriste evro dosegla u junu najviši nivo u proteklih 10 godina, od 9,4 odsto.


Broj nezaposlenih porastao je za 158.000 od maja do juna u 16 zemalja zone evra, odnosno uvećao se za tri miliona tokom proteklih godinu dana.

Fabrika vojne opreme i oružja Krušik iz Valjeva izvezla je u prvoj polovini ove godine proizvode u vrednosti od 20,7 miliona dolara, što je 4,3 puta više nego u istom periodu 2008, rekao je generalni direktor kompanije Jovan Davidović

On je novinarima kazao da je oko 75 odsto tog izvoza ostvareno zahvaljujući poslu sa Irakom, koji je ugovorilo Ministarstvo odbrane Srbije.

Izvoz u maju i junu iznosio je 9,6 miliona dolara, kazao je Davidović i dodao da su od početka 2009. ugovoreni i novi izvozni poslovi, koji nisu bili obuhvaćeni planom za ovu godinu.

Valjevski Krušik u Irak uglavnom izvozi mine.

Davidović je kazao da je Krušik za šest meseci 2009. povećao proizvodnju za 46 odsto i ostvario prihod od 1,3 milijarde dinara, što je 3,5 puta više nego u istom periodu 2008. godine.

Direktor Krušika je kazao da je Vlada Srbije 29. jula dala saglasnost kompaniji Jugomiport SDPR za ulaganje oko tri miliona evra u obnovu Krušikove kovačnice, koja je uništena tokom NATO bombardovanja u proleće 1999. godine.

"To će doprineti uštedi i poboljšanju kvaliteta s obzirom na to da se košuljice za mine, sa dosta škarta, sada kuju u Bugarskoj, Rumuniji i Bosni i Hercegovini (BiH)", kazao je Davidović.

Holding Krušik dobio je danas sertifikat za integrisani menadžment sistema čime je nastavljena primena jedinstvene politike kvaliteta i ostvareni preduslovi za poslovanje po važećim međunarodnim standardima.

Krušik je prva fabrika Odbrambene industrije Srbije, koja u 2009. uvodi i integrisani menadžment u oblastima kvaliteta, zaštite životne sredine i zdravlja i bezbednosti radnika uz ranije uvedeni ISO standard za kvalitet.



S&P Affirms Serbia’s ‘BB-‘ Long-term, ‘B’ Short-term Sovereign Credit Ratings, Outlook Negative
Global rating agency Standard&Poor’s said on Friday it has affirmed Serbia’s ‘BB-‘ long-term and ‘B’ short-term sovereign credit ratings with a negative outlook, which reflects the likelihood of a downgrade.

S&P issued the following statement:

"Standard & Poor's Ratings Services today said it had affirmed its 'BB-' long-term and 'B' short-term sovereign credit ratings on the Republic of Serbia. The outlook is negative.

The ratings on the Republic of Serbia are constrained by the country's dependence on external funding to support economic growth and its limited economic policy flexibility. The latter is due to a high degree of euroization and slow progress on structural reforms, in particular reforming the public sector administration and social security, restructuring state-owned enterprises, and improving competitiveness. Offsetting these constraints are Serbia's moderate government debt burden--a result of asset sales and double-digit revenue growth in recent years--and improved prospects of European Union accession.

Pressures emanating from the country's heavy external burden and the narrowing of the external credit channel have led the Serbian authorities to conclude a stand-by arrangement (SBA) with the IMF, amounting to around 10% of estimated 2009 GDP over 27 months.


As a result of the agreement, we expect the 2009 and 2010 budgets to be subject to the government's deficit-reducing measures. However, given that the recession in Serbia is likely to be sharper than previously expected--and the subsequent large shortfall in revenues--we believe the 2009 deficit is likely to be in the region of 5% of GDP, compared to the 3% of GDP target presented in the SBA.

"Because of the severity of the Serbian recession and the growing potential for political tensions within the governing coalition, we believe the IMF may focus on authorities' efforts to stem the deterioration of the budgetary position, rather than solely on the fiscal outcome," Standard & Poor's credit analyst Marko Mrsnik said.

Government debt-to-GDP has declined markedly despite growing deficits in recent years. However, we expect that higher projected fiscal deficits, reduced privatization revenues, and a weaker currency (raising the cost of the largely foreign-currency denominated debt) will increase the debt burden to 36% of GDP in 2011.

Amid a deep recession, the current account deficit is shrinking and is expected to fall below 10% of GDP in 2009 from almost 18% of GDP in 2008. High current account deficits in the past have heightened Serbia's vulnerability to a sharp decline in the availability of external financing. As a part of the IMF SBA, however, the major banks have committed themselves to maintaining their cross-border exposure in Serbia and to adequately support their subsidiaries through 2010, which has contributed to improving investor sentiment, despite the slowdown in credit and economic growth in Serbia.

The governing pro-EU coalition has been a key driver for political stabilization in Serbia. Although faced with an additional set of priorities in terms of cushioning the impact of the difficult global environment, and despite growing tensions within the coalition, we expect the government to continue the progress it has made to date with EU integration.

"The negative outlook reflects the likelihood of a downgrade if the country's external adjustment leads to greater-than-anticipated economic and financial pressures, particularly in the banking sector or public finances," Mr. Mrsnik said. "Conversely, the ratings would be supported by a lasting improvement in external financing conditions or successful implementation of the economic and budgetary program along the lines of the SBA."


European Commission approves €100m assistance to Serbia

The European Commission today approved a €100 million assistance to Serbia as general budget support to help stabilise the country and ease the economic and social consequences of the crisis.


According to the European Commission’s report the Serbian budget deficit has been growing rapidly due to the current crisis, therefore a programme for macro economic stability supported by the IMF and the World Bank was established.

The €100 million will be allocated from the Instrument of Pre-accession (IPA) budget in two installments, each worth € 50 million, in the autumn of 2009 and in the first half of 2010.

In order to receive the money, Serbia will have to consistently implement the IMF programme and fulfill all the European Commission’s preconditions.

EU Enlargement Commissioner Olli Rehn pointed to the importance of the loan for the continuation of reforms needed for Serbia’s EU integration.

The European Commission has also granted a €85 million loan to Western Balkan countries and Turkey in order to assist these countries in tackling their current economic difficulties.

The €85 million loan is part of the overall Crisis Response Package for the Western Balkans that should total €150 million in Commission grants and €600 million in loans from partner international financial institutions, such as the European Investment Bank and the European Bank for Reconstruction and Development.

The financial crisis response package for Bosnia and Herzegovina of €39 million will be adopted in the coming days, concludes the statement.



Serbia's C-bank Licenses France's Societe Generale Insurance Unit
Serbia’s central bank, NBS, said it has licensed Belgrade-based Societe Generale Osiguranje to operate as an insurance company.


“The insurer will be licensed to sell life and supplemental life insurance, annuity insurance, and other kinds of life insurance in accordance with the law,” the bank said in a statement.

French-based insurer Sogecap owns 51% of Societe Generale Osiguranje while the remainder is owned by Belgrade-based Societe Generale Bank Serbia, the statement said.

Societe Generale operates a bank, a leasing company, a pension fund and a brokerage in Serbia.
