Privatizacija nema alternativu

Državno, tj. partijsko upravljanje štetnije je za zemlju od bilo kakve privatizacije, smatra profesor Ekonomskog fakulteta Boško Živković



Privatno ili partijsko vlasništvo, ključno je pitanje u opredeljenju Srbije da li nastaviti sa procesom privatizacije ili se okrenuti podržavljenju, što političari odskoro sve više predlažu pod izgovorom svetske ekonomske krize i sličnih poteza koje povlače i razvijene zemlje poput SAD, ocenili su učesnici okruglog stola na temu "Privatizacija ili podržavljivanje?".
Boško Živković, profesor na Ekonomskom fakultetu u Beogradu i jedan od autora aktuelnog Zakona o privatizaciji, istakao je da je tada odlučeno da se ide na model prodaje umesto masovne privatizacije koja je prethodno doživela fijasko u Češkoj i Rusiji.
- Moram reći da smo ispali naivni jer smo rđavo procenili kvalitet institucija u Srbiji i bazična pravila ponašanja privrednih učesnika. Nismo očekivali da će aukcijska prodaja tako brzo kolabirati, pre svega zbog ponašanja mikrostruktura u trenutku prodaje, a aukcija je trebalo da štiti prodavca od nerealno niskih cena. Međutim, okolnosti su bile takve da su pobeđivali oni za koje se unapred znalo da će pobediti. Ako ima nekog opravdanja, ni ostala tržišta - od hleba i mleka do kredita i depozita ne funkcionišu savršeno. Dovoljno je pogledati cenu piletine u EU i Srbiji - rekao je Živković, dodajući da aukcija s jednim ponuđačem nije smela biti dozvoljena, ali na to niko nije reagovao.
On je istakao da je država često zakonima ubijala tržište umesto da ga stvara, poput Zakona o preuzimanjima.
Prema njegovim rečima, u prvim godinama privatizacije novostvorena vrednost je imala snažan rast, ali se to usporava, a rđavi socioekonomski efekti se umnožavaju.
- Ali, to nije razlog za promenu razmišljanja u suprotnom pravcu, jer nemamo alternative. Ako nije privatno vlasništvo onda je državno, u stvari partijsko vlasništvo. Ubeđen sam da je partijsko upravljanje lošije i štetnije za zemlju od bilo kakve privatizacije - upozorio je Živković.
On je, takođe, napomenuo da se približava vreme za prodaju javnih preduzeća s prirodnim monopolima, odnosno "porodičnog srebra", a da partijsko upravljanje upravo tu pravi najveću štetu.
Miroslav Prokopijević, direktor Centra za slobodno tržište, istakao je da uz privatizaciju mora da ide i otvaranje tržišta, jer privatnim monopolom ništa se ne dobija.
- Cena kompanije zavisi od očekivanog profita preduzeća. Ako preduzeće nema profit i čak pravi gubitak, onaj ko je napravio gubitke treba da ih preuzme, a da se proda imovina preduzeća. Tako bi se lako našao kupac - ocenio je Prokopijević.
Prema njegovim rečima, razlika između vlasnika privatne firme i ministra je to što vlasnik sam snosi trošak pogrešne odluke, dok kada ministar upropasti preduzeće, trošak snose poreski obveznici. On je ocenio da se stečaj, kao oblik privatizacije, u Srbiji ne sprovodi jer se vodi takva socijalna politika.
- U takvim firmama posao nalaze menadžeri koje niko neće na tržištu rada. Oni obezbeđuje sredstva za partije koje su ih tu dovele. Mora se reći šta je prioritet ekonomske politike: punjenje budžeta ili da stvaranje koristi korisnicima usluga, odnosno građanima. Pri tome, od privatizacionih prihoda nije finansirana ni reforma penzionog sistema, ni reforma sudstva, već se spiskavaju u budžetske svrhe - smatra Prokopijević.



Izvoz "Kablova" vredan 20 miliona evra

Industrija kablova iz Jagodine ugovorila je izvoz kablova u vrednosti 20 miliona evra, koliko je bio i prošle godine, a kada bi dobila povoljan kredit, mogla bi da ga poveća za više od 50 odsto, izjavio je generalni direktor "Kablova" Ratko Vučurović

- Oko 60 odsto proizvodnje se plasira u Rusiju, zemlje Evropske unije, Bliskog istoka i zapadnog Balkana - rekao je Vučurović.
On je ocenio da država ne stimuliše velike izvoznike, dok banke u Srbiji imaju monopol pa su bankarske usluge višestruko skuplje nego u svetu.
- Indusutrija kablova ima potencijale, u ovim složenim uslovima do izražaja dolaze naše kadrovske i tehnološke mogućnosti - istakao je Vučurović i napomenuo da je isplata zarada u fabrici redovna, dok se obaveze prema dobavljačima i poveriocima redovno srevisiraju.
Vučurović je napomenuo da prodaja kablova i kablovskog pribora na domaćem tržištu pada, jer praktično nema tražnje.
Industrija kablova u Jagodini je, prema podacima Regionalne privredne komore, 2007. godine bila prva među 10 najvećih izvoznika u Šumadiji i Pomoravlju, a prošle godine - druga.
Međutim, uprkos dobrim poslovnim rezultatima, Industrija kablova ostala je bez kupca i posle trećeg tendera za prodaju 99,35 odsto društvenog kapitala.
- Produženi rok za podnošenje ponuda je istekao u ponedeljak. Sada treba da bude doneta odluka da li da se raspiše četvrti tender, što sindikat i poslovodstvo "Kablova" očekuju do kraja godine, ili da preduzeće ostane još nekoliko godina u državnom vlasništvu, do bolje finansijske situacije na globalnom tržištu - rekao je predsednik sindikata ove firme i član tenderske komisije Dragan Rajić.
Na trećem tenderu cena Industrije kablova bila je snižena na 28,8 miliona evra, uz obavezna investiciona ulaganja kupca od 10 miliona evra. Firma se prodavala bez dugova, a obaveza kupca je bila da u firmi ostane svih 2.350 zaposlenih. Na prvom tenderu cena "Kablova" bila je veća od 100 miliona evra.
Na prodaju je ponuđena Matična fabrika energetskih kablova, Nova fabrika telekomunikacijskih i optičkih kablova i lak žice, "Elmos", Fabrika kablovskog pribora "Dragocvet", deo "Opreme", "Društveni standard", Institut FKS... Ukupna površina građevinskih objekata je 180.000 kvadrata, a ukupna površina zemljišta oko 100 hektara, od čega je veći deo na Koridoru 10, uz autoput i zelezničku prugu Beograd - Niš.
Industrija kablova u Jagodini osnovana je 1955. godine, najveći je proizvođač kablova i kablovskog pribora na Balkanu, osamdesetih godina izvozila je u 33 zemlje sveta.



Deficit budžeta 52,9 milijardi dinara

Deficit budžeta Srbije na kraju juna bio je 52,9 milijardi dinara jer su prihodi iznosili 295,6 milijardi a rashodi 348,6 milijardi dinara, objavilo je Ministarstvo finansija. Budžetski deficit je u odnosu na maj uvećan za 8,7 milijardi dinara. Rebalansom budžeta za 2009. godinu planirani su prihodi od 649,4 milijarde, a rashodi od 719,9 milijardi, tako da bi budžetski deficti iznosio 70,5 milijardi dinara


Ukupni poreski prihodi budžeta na kraju maja iznosili su 264,7 milijardi dinara, dok je od carina prikupljeno 23,4 milijarde, a od akciza 48,8 milijardi dinara. Najviše prihoda, 137,3 milijarde dinara, prikupljeno je naplatom poreza na dodatu vrednost. Prihod po tom osnovu u junu je bio 23,5 milijardi, u maju 21,8 milijadi, a u aprilu 22,5 milijardi dinara. Prihodi od carina u junu su iznosili 3,9 milijardi, u maju 3,7 milijardi, a u aprilu 4,2 milijarde dinara. Naplatom akciza u junu su prihodi budžeta uvećani za 10,4 milijarde, u maju sedam milijardi, a u aprilu 9,5 milijardi dinara. U rashodima budžeta i dalje su najveće stavke isplata organizacijama obaveznog socijalnog osiguranja - 126,6 milijardi i troškovi za zaposlene - 91,1 milijarda dinara. Javni dug Srbije na kraju aprila ove godine iznosio je 9,2 milijardi evra, od čega je 3,6 milijarde unutrašnji, a 4,7 milijardi spoljni dug, dok su indirektne obaveze 979 miliona evra.



Mađarska strateški partner Srbiji
Beograd -- Mađarska predstavlja jednog od strateških partnera Srbije u prioritetnim oblastima evropskih integracija i izjavio je premijer Srbije Mirko Cvetković.

Predsednik vlade Srbije koji učestvuje na na mađarsko-srpskom Biznis forumu u Budimpešti, zajedno sa mađarskim premijerom Gordonom Bajnaijem, rekao je da Mađarska za Srbiju predstavlja ulaznicu na tržište EU i u tom smislu srpska preduzeća moraju da iskoriste sve mogućnosti tog položaja, u smislu pozitivnog iskustva njihovih partnera iz Mađarske.

Istovremeno, kako je naglasio Cvetković, Srbija za Mađarsku može predstavljati ulaznicu za tržište Rusije i Belorusije, što u uslovima smanjene globalne tražnje, može biti od vitalnog značaja.

On je naglasio da Srbija, kao i sve druge zemlje u regionu, pogođena negativnim efektima svetske ekonomske krize.

"Zahvaljujući stabilizacionom paketu koji Vlada Srbije sprovodi, a čiji je sastavni deo i aranžman sa MMF-om, zaustavljen je pad privredne aktivnosti i obezbedjena makroekonomska stabilnost u zemlji", naveo je Cvetković.

Premijer Srbije ocenio je da jedna od prioritetnih aktivnosti Vlade u ovoj godini predstavlja značajno ulaganje u razvoj infrastrukture, i to putne, železničke i plovne, koja treba da obezbedi ispunjenje dva osnovna cilja, a to su povećanje aktivnosti i broja zaposlenih u sektoru građevinarstva, koji je najviše pogođen ekonomskom krizom, i spremnost Srbije da, nakon završetka ekonomske krize, dočeka investitore u povoljnijim uslovima.

"Sve investicije u infrastrukturu su vezane za Mađarsku", naglasio je Cvetković i napomenuo da naredne godine se očekuje završetak autoputa Beograd-Budimpešta, na evropskom Koridoru 10, koje će omogućiti brzo i bezbedno putovanje između dva glavna grada.

Dodatno, kako je naglasio premijer Srbije, modernizacija i izgradnja železničkih saobraćajnica na Koridoru 10 i investicija u plovni koridor 7, omogućiće efikasniji transport robe iz EU prema Grčkoj, Turskoj i dalje ka Aziji.

"Planiramo da naredne tri godine uložimo više od 2,5 milijarde evra u realizaciju ovih projekata, a ovu priliku bih želeo da iskoristim da pozovem mađarske kompanije da učestvuju u njihovoj realizaciji", poručio je Cvetković.

On je napomenuo da je Vlada Srbije otpočela značajnije investicije u energetskom sektoru, koji uključuje izgradnju dve termoelektrane na lignit i jedne gasne elektrane, kao i početak aktivnosti na izgradnji gasovoda Južni tok, koji prolazi i kroz Mađarsku. Takođe, Srbija će će do novembra meseca završiti izgradnju velikog skladišta gasa u Banatskom Dvoru.

Cvetković ukazao da na ovaj način Srbija želi da obezbedi dugoročnu sigurnost i stabilnost u snabdevanju energentima.


Predsednik Trgovinsko industrijske komore Madjarske Laslo Parah ukazao je na deficit Srbije u trgovini sa Mađarskom, jer je susedna privreda u našu zemlju izvezla prošle godine oko milijardi evra, a uvezla robe za oko 234 miliona evra.

Srbija je na 20. mestu po obimu spoljnotrgovinske razmene sa Mađarskom, a direktna ulaganja u Srbiju iz Mađarske dostigla su ukupno oko 350 miliona evra, naveo je Parah.

Srpski ministar trgovine Slobodan Milosavljević istakao je da je EU najznačajniji trgovinski partner Srbije i dodao da se ekonomski odnosi izmedju Srbije i Mađarske, koja je članica Unije, iz godine u godinu poboljšavaju.

Milosavljević je ocenio da obim spoljne trgovine raste, istakavši i da mađarske kompanije investiraju u Srbiju. Mađarska bi trebalo da iskoristi mogućnosti koje nudi sporazum o slobodnom trgovanju, a koji Srbija ima sa zemljama CEFTA u regionu, kao i sa Ruskom Federacijom i od nedavno sa Belorusijom i Turskom.

"Iskreno, bio bih mnogo srećniji kada bi se mnogo više srpske robe nalazilo na mađarskomn trzištu i kada bi Mađarska koristila mogućnosti koje Srbija ima", istakao je srpski ministar trgovine.


Nema krize u maloprodaji u Nemačkoj
Berlin -- Kriza za sada nije pogodila maloprodaju u Nemačkoj, a nema ni govora o tome da bi mogla da je uništi, kažu nemački prodavci.


Niže cene i dobar kvalitet, to je recept uspeha kažu nemački trgovci
Nemački prodavci na malo tekstila, životnih namirnica, nameštaja, elektronike i drugih proizvoda ove godine očekuju pad prometa od dva procenta, što je dobar rezultat s obzirom na stanje u drugim sektorima, izjavo je predsednik Udruženja nemačkih trgovaca u maloprodaji (HDE) Jozef Sanktjohanzer.

Trgovci se pitaju koliko će još ovakva pozitivna situacija da traje. Niko ne zna tačno šta će biti na jesen, ali jedno je sigurno: 2010. neće biti laka godina.

Nezaposlenost će se povećati, a to će pogoditi maloprodaju. Većina trgovaca računa na nepovoljan razvoj situacije, izjavio je Sanktjohanzer.

Niže cene i dobar kvalitet, to je recept koji trgovcima u maloprodaji preporučuje predsednik njihovog udruženja, podsećajući da je podrška političara za sada slaba.

Ponuđena mogućnost skraćivanja radnog vremena ne znači mnogo za trgovce, jer radnje ne mogu da zatvaraju na svaka dva-tri sata, a ekološka premija za kupovinu novih automobila loše utiče na maloprodaju.

Politički je krajnje problematično to što država jednostrano preusmerava novac. Ono što građani, primamljeni premijom, plate za nove automobile, to uštede u trgovinama. I to je manjak koji mi vidimo u našim kasama", primetio je Sanktjohanzer.

Udruženje trgovaca protivi se subvencijama, a u skladu s tim podržava i tvrd stav države u slučaju stečaja lanca robnih kuća Arkandor.

Državi otvoreno poručujemo: Molimo vas, nama ne trebaju nikakvi pokloni, ali nemojte ih davati ni drugima. Sve to je kratkog daha i stvara konkurenciju među privrednim granama, ali i van njih.

Povećanje PDV-a bilo bi greška, smatraju u Udruženju trgovaca, a njihov predsednik Sanktjohanzer zaključuje da sve zavisi od toga kojim putem će posle septembarskih parlamentarnih izbora krenuti nova nemačka Vlada.

Jagodina-based producer of cables Industrija kablova remains without an owner after the third tender for the sale of a 99.35% of state-owned capital stated the president of the company’s trade union and a member of the tender commission Dragan Rajic. “The extended deadline for the submission of offers has expired,” said Rajic and added that the management was currently discussing whether to invite the fourth tender, a thing quite expected by the trade union and management of the company, or to remain in state ownership for several more years and wait for a better situation on the global financial market. On the third tender, Industrija kablova was sold at the price of EUR 28.8 million, while it was over 100 million in the time when the third tender was invited.


Privatization has no alternative

The Managing Director of the Citadel financial advisory, Milutin Nikolic explains that the price paid by the new owner of a company is very important in the course of privatization. However, it is not decisive for reaching the decision on signing the sale contract. ‘It’s better to sell a company for RSD 1, or EUR 1 if the buyer complies with certain conditions, than to let it stay in the state ownership’, believes he.



Budget Deficit Equals RSD 52.9 Billion
At the end of June, Serbia’s budget deficit equaled RSD 52.9 billion since revenues amounted to RSD 295.6 billion and expenditures were at RSD 348.6 billion, announced the Finance Ministry. Budget deficit increased by RSD 8.7 billion against May. According to budget rebalance for 2009, revenues should be at RSD 649.4 billion, while expenditures should be RSD 719.9 billion, which means that budget deficit should amount to RSD 7.5 billion.


Housing Projects on IMT’s Land
This year, thanks to the government’s measures, Industrija motora i traktora is to produce 2,500 tractors, three times more than in 2008, stated the Economy Minister Mladjan Dinkic and announced that the government was going to put in additional effort in making a modern tractor factory in Rakovica. Minister of Economy and Regional Development Mladjan Dinkic on Monday stated that the estate and facilities owned by the tractor producer Industrija Motora i Traktora (IMT) will be sold next year for construction of apartment buildings. “The buyer will also have to accept all debts and obligations of IMT and IMR,” said Dinkic and added that the money from the sale was going to be used for the company’s relocation and modernization. “We will merge IMT and IMR, relocate the factories and invest in completely new equipment and technology,” said Dinkic.


Governor Jelasic: Budget Rebalance Desirable
The Governor of the National Bank of Serbia Radovan Jelasic stated yesterday that a budget rebalance would be desirable in the present circumstances since revenues are lower than planned, while expenditures are at the planned level. “We could surely use a budget rebalance and we should do it before the IMF mission arrives,” believes Jelasic. According to him if the mission visits Serbia at the end of August, negotiations might last until the end of September, which means that all the adopted measures would have effects only in the last quarter or trimester in 2009. When asked whether the withdrawal of the second tranche was endangered, he replied that “there will be no automatic withdrawal”.


PM Mirko Cvetkovic Opens a Section of Corridor 10 Today
Today, on occasion of this government’s first year in office, Prime Minister Mirko Cvetkovic will open a section of Corridor 10 highway, from Levosoj to Presevo, announced the government’s office for cooperation with the media. The opening of the 20 kilometers long section will also be attended by the members of the government and presidents of municipalities.


Working Group for Election of NIS’s New Auditor Formed
A working group which is supposed to elect the new independent auditor in order to perform the second inspection of NIS’s operations in 2008 has been founded. The working group is headed by the State Secretary to the Ministry of Energy Dusan Mrakic. According to the Ministry’s statement, the working group has 30 days to choose a new auditor for NIS. According to unofficial information, the new auditor will be Ernst & Young.


Punto classic with diesel engine

Everything is ready for commencement of production of "punto" with diesel engine. Presentation of new product, that is, "punto classic" with diesel engine, is schedulled for Friday (July 10, 2009) in Kragujevac, and this event will be attended by Giovani de Filipis, the CEO of "Fiat automobili Srbija", and Minister Dinkić.

According to the words of Zoran Bogdanović, the CEO of "Zastava auto", assembly lines in the factory are ready for commencement of production.

Over the last few days, several trial samples of new "punto" have been assembled. These automobiles are equipped with "Fiat's" diesel engine "1.3 multi jet".

According to unofficial information, "Punto classic" with diesel engine will cost 10,500 EUR.



Serbia, Bosnia’s Serb Republic Need Partner To Launch Hydropower Plants Project
Bosnia’s Serb Republic Prime Minister Milorad Dodik said the Republic and neighbouring Serbia need a strategic partner to start construction works on four hydropower plants on the Drina river, Bosnian media reported on Monday.

Dodik said the joint project may be delayed due to the financial crisis as a strategic partner is needed, business news portal Capital (www.capital.ba) reported.

In February, Bosnia’s Serb Republic said Serbia and Bosnia plan to invest jointly 435 million euro ($606 million) in the construction of the plants.


“I held talks with Serbian officials ten days ago on how to speed up the construction works and we agreed to look for a partner who would build together with us, the power utilities of Serbia and the Serb Republic,” Dodik was quoted as saying.

The partner should provide money for the project and will receive in return an ownership stake, Dodik added, without elaborating on the amount of money the partner is expected to come up with.

The four plants - Buk Bjela, Foca, Paunci and Sutjeska - will use the hydro potential of the upper flow of the Drina river, which forms most of the border between Bosnia and Serbia. Their combined annual electricity output is planned to reach 800 gigawatt hours, the ministry said in February.

The Serb Republic, where the Drina is flowing, is one of war-divided Bosnia’s two autonomous parts. The other is the Muslim-Croat Federation.


Retail price indices in June 2009
The retail prices of goods and services in the Republic of Serbia in June 2009 increased on average by 0.4% if compared to the previous month (the prices of goods increased by 0.5%, while the prices of services increased by 0.3%). The retail prices in June 2009, when compared to June 2008, increased by 9.8 % and in relation to December 2008, by 9.1%.

The consumer price index in the Republic of Serbia in June 2009 increased by 0.1% on average, if compared to the previous month. Compared to June 2008, the consumer price index in June 2009 increased on average by 7.8% and compared to December 2008, by 6.9%. The difference between the retail price index and the consumer price index resulted from the various influences that the growth of prices of particular items had on these indices.

Observed by groups of products and in relation to the previous month, the following trends were noted in June 2009:

- the prices of agricultural goods saw a 6.4% decrease, which resulted from seasonal decrease of vegetables, fruit and fish prices;
- the prices of industrial food products increased by 0.7% on average;
- the prices of drinks increased by 0.8% on average;
- the prices of tobacco remained unchanged;
- the prices of industrial non-food products increased by 1.3% on average. In this group of products, the prices of oil derivatives were increased, while prices of other products remained unchanged;
- the prices of services increased by 0.3% on average.


PM Cvetković meets with Hungarian PM, businessmen
PM Mirko Cvetković said after meeting Hungarian counterpart Gordon Bajnai that the Serbian government gave priority to EU integration and economic cooperation.
 
Taking part in a Hungarian-Serbian Business Forum in Budapest yesterday, Cvetković said that Hungary constituted a ticket into the EU market, which was why Serbian business had to capitalize on that position fully, in terms of the positive experience of their Hungarian partners.

At the same time, the prime minister said, Serbian could offer Hungary a short-cut into the Russian and Belorussian markets, which could be of paramount importance, given the slump in global market demand.

“My talks today with the Hungarian premier further reinforced good inter-state relations between the two countries, and I’m sure that you will in future have the full support of both governments in establishing economic cooperation,” he stressed.

At the same time, Cvetković stated that Serbia, like all the other countries in the region, had been hit by the negative impact of the world economic crisis.


External trade, May 2009
The overall external trade in the Republic of Serbia for the period January – May 2009 amounted to:
• USD 8912.4 million, which was a 37.3% decrease compared to the same period 2008;
• EUR 6749.5 million, which was a 27.5% decrease compared to the same period 2008.

The value of exports amounted to USD 2980.7 million, which was a 34.3% decrease when compared to the same period last year, while the value of imports amounted to USD 5931.7 million, which was a 38.7% decrease relative to the same period last year.

Expressed in Euros, the value of exports amounted to EUR 2254.4 million, which was a decrease of 24.1%, compared to the same period last year. The value of imports amounted to EUR 4495.1 million, which was a 29.1% decrease when compared to the same period last year.

The deficit amounted to USD 2951.0 million, which was a decrease of 42.6% in relation to the same period last year. The deficit expressed in Euros amounted to 2240.7 million, which was a decrease of 33.4% compared to the same period last year.

The export - import ratio equaled 50.3% and was higher if compared to the same period last year when it was 46.9%.

In the period January-May this year, the trends of decreased imports and exports have been continued, as it was at the end of the previous year. The main cause of such a situation is world financial crisis, as it has caused decrease of economic activity throughout the world and it is certainly reflected on the external trade of Serbia. Decreased exports of our country have been caused by decreased prices of primary products on the world market, as they present great share in the structure of our exports. The main cause of the decreased imports is the fall of the industrial production and domestic consumption in Serbia.

Regarding the structure of exports according to products’ destination (the principle of prevalence), the most notable were: reproduction products 59.3% (USD 1768.3 million), then consumer goods 30.9% (USD 920.2 million) and equipment 9.8% (USD 292.2 million).

Regarding the structure of imports according to products’ destination, the most notable were: reproduction products 57.4% (USD 3405.1 million), then consumer goods 27.5% (USD 1633.9 million) and equipment 15.1% (USD 892.8 million).

The major foreign trade partners in exports in the reference period were: Bosnia and Herzegovina (USD 349.0 million), Germany (USD 337.6 million) and Montenegro (USD 299.9 million).

The major foreign trade partners in imports in the reference period were: the Russian Federation (USD 838.4 million), Germany (USD 708.5 million) and Italy (USD 575.6 million).

The external trade in the reference period noted the highest level with the European Union member countries (more than 50% of the total external trade).

The greatest surplus was gained in the external trade with Montenegro, Bosnia and Herzegovina, Iraq and Macedonia. However, the greatest deficit marked the trade with the Russian Federation, which was due to the imports of energy commodities, mainly oil and gas and also due to our exporters’ insufficient applying of the Bilateral Agreement on free trade.

Our second major partner refers to the CEFTA countries, since our gained surplus in external trade amounted to USD 497.7 million, resulting mainly from the exports of agricultural products (cereals and produces thereof and various sorts of drinks). Regarding imports, items mainly related to iron and steel, electricity and products of non-metal minerals. Our exports in the referent period amounted to USD 918.9 million, while the imports were USD 421.2 million. The export– import ratio equaled 218.2 %.

According to the divisions of the Standard International Trade Classification (SITC) the following items had the greatest exports share: clothes, mainly army waistcoats (USD 248 million), iron and steel (USD 208 million), cereals and produces thereof (USD 179 million), non-ferrous metals (USD 150 million), and fruit and vegetables (USD 146 million). These five sections accounted for 31.2% of the overall exports.

The first five divisions with the greatest imports share were the following: oil and oil derivatives (USD 475 million), natural gas (USD 449 million), road vehicles (USD 440 million), iron and steel (USD 282 million) and industrial machines for general use (USD 275 million) and these accounted for 32.4% of the overall imports.

In May 2009, value of exports amounted to USD 706.4 million, presenting the decrease of 33.6%, in comparison with the same month of the previous year and increase of 16.4%, compared to April 2009. Value of imports in May 2009 amounted to USD 1151.6 million, and it is the decrease of 45.7%, relative to May 2008 and decrease of 9.2%, in relation to April 2009.

Expressed in Euros, value of exports amounted to EUR 520.9 million, presenting the decrease of 23.7% in comparison to May 2008 and increase of 14.0%, in comparison to April 2009. Imports in May 2009 amounted to EUR 850.1 million, and it is the decrease of 37.7% in comparison with May 2008 and decrease of 10.9%, if compared to April 2009.

The seasonally adjusted index May/ April 2009 shows that exports increase by 7.7% and imports decrease by 4.7%, calculated/ expressed in EUR.

According to the Nomenclature of the External Trade Statistics (NETS), May list is as follows: On the list of the first 10 products in exports, the first item refers to men’s clothes (USD 41 million); maize (USD 31 million) is on the second place, followed by raspberries (USD 18 million) and goods, n.e.c. (mainly army goods), with USD 14 million; the following items refer to rolled products plated with tin (USD 13 million) and sugar and machines’ parts, had the same values; plates of refined copper were exported for USD 11 million, and the same was the value of exported electricity, followed by panty hose (USD 10 million).

List of the first 10 imported products in May shows that oil was our major imported product in the previous month, with the value of USD 64 million. Motor vehicles for passengers transport (buses and minibuses) with the value of USD 33 million were on the second place. The third item refers to passengers’ cars (USD 31 million), followed by retail trade medicaments (USD 28 million); value of imported semi-manufactured iron products was USD 25 million and value of imported natural gas was USD 24 million and of gas oil USD 20 million; motor vehicle, disassembled were imported for USD 10 million, and the same was the value of imported transmission apparatus incorporating reception; on the tenth place were iron bars, hot rolled, with the value of USD 9 million.


Jan-May C/A Gap Shrinks 62% to Prelim EUR 891m

Serbia's current account deficit contracted to 891 million euro ($1.24 billion euro) in the five months through May from 2.37 billion euro a year earlier, preliminary central bank data showed on Tuesday.

Cable Industry from Jagodina signed export contracts worth EUR 20m
Cable industry from Jagodina has signed the contracts on export of 20m EUR worth of cables, the same as the last year, and in case it obtains a favorable loan, it will increase the export by over 50% - said Ratko Vučurović, the Director General of "Kablovi".

- About 60% of production is exported to Russia, the countries of European Union, the Near East and western Balkans - said Vučurović.

He estimated that the state did not stimulate large exporters, while the banks in Serbia had monopoly and the prices of banking services were much higher than in the rest of the world.

- The cable industry has great potentials. In this difficult time, our personnel and technological capacities are becoming prominent - Vučurović pointed out and added that the salaries in the factory are paid on regular basis, as well as the obligations towards suppliers and creditors.

Vučurović pointed out that the sales of cables ad cable equipments in the local market were dropping because there was, practically, no demand.

According to the data provided by the Regional Chamber of Commerce, the cable industry in Jagodina was among top ten exporters in Šumadija and Pomoravlje in 2007 and the second largest exporter in 2008.

However, in spite of good business results, the Cable industry has stayed without the buyer after the third tender for sale of 99.35% of public capital.

- The extended deadline for submission of bids expired on Monday. Now we should make the decision if the fourth tender will be announced, which is something that the trade union and the management of "Kablovi" expect to be done by the end of the year, or the company will stay property of the state for few years more, until financial situation in the global market is improved - said Dragan Rajić, the President of the company`s trade union and member of the tender commission.


Public auction for rental of construction land in Block 58 in New Belgrade on July 23rd
The Directorate for Building Land and Construction of Belgrade announced the rental of state-owned building land for construction of business-commercial facility in Block 58, next to Jurija Gagarina Street in New Belgrade.

According to the ad, which was published in newspaper "Danas", the building parcel at 4,693 square meters should be used for construction of a business-commercial facility at approximate net surface of 4,504 square meters and with up to three floors. According to the City Planning Project, 70 parking places should be provided at outdoor parking lots and in the garage. The surface of these parking places is not included in the surface of the facility.

The facility can be built in phases under the condition that each functional unit be completed within one phase.

The starting amount of the rent is about 2.3m EUR. Participants in the public auction must pay the deposit in amount of 10% of the starting amount of the rent or submit the guarantee from a bank.

Application for participation in the public auction must be submitted prior to July 22nd, 2009, at the latest, while the public auction will be held on July 23rd, 2009.
