Moguće odlaganje pregovora sa MMF-om - Sporan budžetski deficit za 2011. i 2012. godinu
Moguće je da novi aranžman sa MMF-om, vredan 1 mlrd EUR, iz predostrožnosti ne bude dogovoren u ovoj rundi pregovora već odložen za najmanje mesec dana zbog teškoća da se dogovori fiskalni deficit za ovu i narednu godinu, saznaje NIN od izvora bliskih Vladi.

Čak i neki članovi našeg pregovaračkog tima kažu da je dogovor u ovom trenutku neizvestan jer dosadašnje kalkulacije ne pokazuju da je moguće da se Srbija u ovoj godini uklopi u predviđeni deficit od 4,1% BDP-a.

Ako bismo nastavili potrošnju ovim tempom, deficit bi, s ukalkulisanom oktobarskom povišicom za zaposlene u javnom sektoru i penzionere, premašio dozvoljeni iznos za 25-30 milijardi dinara. Drugim rečima, toliko bi trebalo uštedeti do kraja godine.

Manevarski prostor za ovolike uštede ne postoji, a kako nezvanično saznaje NIN, ideja u Vladi je da se ide na neku vrstu kompromisa - da država uštedi koliko može, ali i da od MMF-a zatraži pristanak na nešto veći deficit od planiranih 4,1% bruto domaćeg proizvoda. Kao argument Vlada bi iskoristila i iskustva nekih evropskih zemalja, čiji je deficit dostigao 6% BDP-a.

Ukoliko MMF ostane čvrst u stavu da nema probijanja deficita, pregovori bi mogli da se nastave krajem septembra, do kada bi Vlada Srbije trebalo da nađe načine za štednju.


Potpisan sporazum o izgradnji solarne elektrane u Vranju - Vrednost projekta 300 mil EUR
Miroljub Stojčić, gradonačelnik Vranja i Stiven Hou, predstavnik najveće kineske privatne kompanije koja se bavi izgradnjom postrojenja za proizvodnju obnovljivih izvora energije, potpisali su Sporazum o saradnji koji predviđa izgradnju solarnih panela u okolini Vranja.

Grad Vranje obezbediće lokaciju i neophodne dozvole, kao i određene povlastice za gradnju, a obaveza kompanije je da investira u postavljanje panela. Solarni paneli biće postavljeni na lokacijama u okolini sanitarne deponije "Meteris", u selima Donje i Gornje Žapsko i u Krivoj Feji, na površini od oko 500 hektara.

Prema rečima pomoćnika gradonačelnika Bobana Stankovića, ukupna vrednost čitavog projekta procenjena je na 300 mil EUR. Svečano potpisivanje Ugovora o realizaciji ovog Pilot projekta zakazano je za 12. septembar 2011. godine.


Agreement signed for construction of solar plant in Vranje - Project worth EUR 300 million
Miroljub Stojcic, mayor of Vranje, and Stephen Haw, representative of China's largest private company engaged in the construction of plants powered by renewable energy sources, have signed an Agreement on Cooperation envisaging the installation of solar panels in the vicinity of Vranje.

The city of Vranje will provide a location and necessary permits, as well as certain perks for the construction, while the company's obligation is to invest in the installation of panels. Solar panels will be installed in the locations near Meteris sanitary landfill, in the villages of Donje and Gornje Zapsko and in Kriva Feja, on an area of about 500 hectares.
According to the words of Assistant Mayor Boban Stankovic, the total value of the whole project is estimated at EUR 300 million. An agreement on the implementation of this pilot project is scheduled to be ceremoniously signed on September 12, 2011.


Assembly-line production of cars in Kragujevac kicks off in spring 2012
Implementation of Fiat's investment in Serbia is running on schedule, meaning that the trial production of cars starts in December 2011, whereas the assembly-line production kicks off in spring 2012, said people at the Ministry of Economy and Regional Development.

- Everything goes as planned. Works on the installation of equipment in the factory are underway and will be finished by end of November. The trial production of two new models will commence in December, while the assembly-line production starts in spring 2012 - said Aleksandar Ljubic, an adviser in the Ministry of Economy and Regional Development.
- Installation of complete equipment should be finished until November, while the production of the first zero series is planned to start around December 15 - Ljubic specified and added that all equipment for the new factory had already arrived, or was on its way to the factory, while all construction works were synchronized with its installation.

When it comes to infrastructure, emphasis is placed on the construction of local, access roads, and the construction of last 12 kilometers of the highway between Kragujevac and Batocina will be finished until June 2012.


Possible postponement of negotiations with IMF - Budget deficits for 2011 and 2012 disputable
It is possible that the new precautionary arrangement with the IMF, worth EUR 1 billion, will not be agreed in this round of negotiations and that the negotiations will be postponed for minimum one month because of the difficulties in reaching an agreement on the fiscal deficit for this and the next year, NIN magazine learns from the sources close to the government.

Even some members of our negotiation team say that the agreement is uncertain at the moment because previous calculations fail to show that it is possible for Serbia to fit its spending in the planned deficit of 4.1 percent of GDP.

If we continue to spend at this rate, the deficit will exceed the allowed amount by 25-30 billion dinars. In other words, we should cut our spending by the year's end.

There is no maneuver space for such big savings and, as NIN unofficially learns, the government's idea is to agree to some kind of a compromise - that the state reduces public spending as much as it can, and that it asks the IMF to allow a deficit somewhat bigger than the planned 4.1 percent of the gross domestic product. An argument that the government plans to use is the experience of certain European countries whose deficit has already reached 6 percent of GDP.
If the IMF sticks to his position and fails to allow a higher deficit, negotiations may be postponed until late September, until when the Serbian government should find a way to save money.
