NIS uskoro kreće u eksploataciju uljnih škriljaca
Naftna industrija Srbije (NIS) ozbiljno je zainteresovana za početak eksploatacije uljnih škriljaca iz aleksinačkog basena, za šta je samo u prvoj fazi projekta spremna da uloži oko 300 mil EUR. Ceo projekat, koji značajno povećava zalihe nafte i gasa u Srbiji, mogao bi da zaživi već sredinom 2017. godine, nezvanično saznaje Politika.

Škriljci iz kojih se dobija nafta nalaze se na površini i kopaju se kao ruda, gde se na svaku tonu rude dobije određeni procenat nafte, koja nakon toga ide na preradu u rafineriju. Sva do sada obavljena ispitivanja potvrdila su da je procenat dobijanja nafte iz uljnih škriljaca vrlo visok i da iznosi čak 13,5 do 15%.

Procenjuje se da bi realizacijom ovog projekta, na koji Srbija čeka bezmalo pola veka, bilo zaposleno oko 1.000 novih radnika, a država bi godišnje samo od poreza zarađivala više od dve milijarde dinara.

Škriljci su, kaže izvor Politike, veliki energetski resurs Srbije, a blizina rafinerije nafte Pančevo, gde bi se prerada obavljala, značajno povećava ekonomsku isplativost celog posla. Eksploatacijom škriljaca dobijala bi se struja za domaćinstva, prerađivalo ulje za poljoprivredu, proizvodila toplotna energija...

Domaći stručnjaci u ovoj oblasti saglasni su da je ruska tehnologija najbolja za eksploataciju uljnih škriljaca u Aleksincu, rukovodeći se najvećim stepenom zaštite ekologije, što je glavni problem kada se kreće u eksploataciju. Ali, ako je Estonija kao članica EU razvila tehnologiju kojom ispunjava stroge evropske ekološke standarde, zašto to ne bi mogla i Srbija.

Inače, još 1977. godine u Estoniju su slati prvi uzorci škriljaca iz Aleksinca. I tada se znalo da se u ovom basenu može iskopati nekoliko miliona tona škriljaca godišnje i preraditi od 500.000 do 600.000 tona nafte, što je oko 15% godišnje potrošnje nafte u Srbiji.

Srbija je i 2012. bila na spisku 10 zemalja koje imaju najveća nalazišta uljnih škriljaca. Razlog da se uključi u ovaj veliki posao NIS ima i zbog činjenice da je ova proizvodnja isplativa kada cena nafte dođe na oko 45 USD po barelu. S obzirom na to da cena polako dostiže i 60 USD za barel, računica je jasna.

Inače, ranija istraživanja Fakulteta za fizičku hemiju pokazala su da pri ceni od 10 EUR za tonu uljnih škriljaca iz aleksinačkog basena može da se proizvede visokooktansko motorno gorivo po ceni od 247 EUR po toni. Takođe se čulo mišljenje da rezervi uljnih škriljaca ima daleko više nego nafte.

Ukupna investicija u eksploataciju uljnih škriljaca u Aleksincu, koja bi obuhvatila otvaranje rudnika i izgradnju dva postrojenja za preradu škriljaca, koštala bi između 700 miliona i jedne milijarde evra.


NIS to start exploiting oil shale soon – Investment of EUR 300 million planned in first stage
Naftna Industrija Srbije (NIS) is seriously considering exploiting oil shale from the Aleksinac basin, in which it is prepared to invest around EUR 300 million in the first stage of the project alone. The entire project, which would considerably increase oil and gas stock in Serbia, might take root as soon as mid-2017, as Politika learns unofficially.

Oil shale is located on the surface and is extracted as ore, with a certain percentage of oil being extracted from each ton, afterwards sent to the processing at a refinery. All explorations made so far have confirmed that the percentage is very high, amounting to as much as 13.5% to 15%.

It has been estimated that the realization of this project, which Serbia has been waiting for for nearly half a century, might lead to employment of 1,000 new workers, whereas the state would earn more than two billion a year in taxes alone.

Shale, as Politika"s source says, is Serbia"s big energy resource, and the proximity of the Pancevo oil refinery, where shale would be processed, would considerably increase the cost-effectiveness of the entire project. The exploitation of shale would produce electricity for households, enable oil processing for the agricultural sector, produce heating energy...

Local experts agree that the Russian technology is best suited for oil shale exploitation in Aleksinac, providing the highest degree of environmental protection, which is the main issue in any exploitation process. However, if Estonia, as an EU member , has managed to develop the technology meeting strict European environmental standards, the idea is that Serbia might too.

As far back as 1977, first shale samples were sent to Estonia from Aleksinac. It was clear back then that several million tons of shale could be extracted a year from the basin and that 500,000 to 600,000 tons of oil could be processed, which amounts to around 15% of annual oil consumption in Serbia.

In 2012, Serbia placed on the list of 10 countries featuring the biggest oil shale sites. Another reason for NIS to get involved in this big project is the fact that the production becomes cost-effective once the oil price reaches around USD 45 per barrel. Seeing how the price is slowing heading towards USD 60 per barrel, it"s clear that it makes sense for NIS to get involved.

Previous research at the Faculty of Physical Chemistry showed that, at the price of EUR 10 for a ton of oil shale from the Aleksinac basin, high-octane engine fuel can be produced at the price of EUR 247 per ton. It"s also been alleged that the reserves of oil shale exceed those of oil by far.

The total investment in the exploitation of oil shale in Aleksinac, which would encompass the opening of a mine and the construction of two shale processing facilities, would cost between EUR 700 million and EUR 1 billion.


EBRD želi da finansira koncesionara Aerodroma Nikola Tesla
Evropska banka za obnovu i razvoj (EBRD) je veoma zainteresovana da podrži koncesionara ili kupca beogradskog Aerodorma Nikola Tesla, izjavio je šef EBRD-a za Zapadni Balkan Holger Munt, na Kopaonik biznis forumu.

- U principu, svi ciljevi EBRD-a su fokusirani na podršku privatnom sektoru zemlje. Dakle, ako bude neki vid privatizacije ili ugovor o koncesiji za Aerodrom i ako bude privatnog investitora koji je zainteresovan da sarađuje s nama, bili bismo jako zainteresovani da podržimo privatni sektor u tom kontekstu - rekao je Munt.

Komentarišući aktuelne ekonomske prilike na Zapadnom Balkanu, on je ocenio da je region na pravom putu, dodajući da zemlje u okruženju to manifestuju jasnom željom da u nekom trenutku postanu članice Evropske unije.

- Mislim da je širom regiona načinjen reformski napredak. Ostvaren je veliki progres, ali je ostalo još mnogo toga što tek treba uraditi, kako bi se postigli zacrtani ciljevi i da bi postale članice EU - smatra Munt.

Kada je reč o Srbiji, kako kaže, ovde na Kopaoniku je video neke vrlo impresivne rezultate postignute na planu fiskalne konsolidacije i makroekonomske stabilnosti.

- Zaista je postignuto mnogo u tom pogledu. Ono što još treba uraditi je restrukturiranje i moguća privatizacija državnih kompanija, reforma javnog sektora, reforma sektora obrazovanja... Dakle ima još dosta toga što treba uraditi, ali je istovremeno dosta toga i ostvareno - rekao je Munt.

Komentarišući dinamiku sprovođenja reformi, ocenio je da to što su otvorena poglavlja u procesu pregovaranja za pristupanje EU, predstavlja jasan signal da je napredak opipljiv.

- Privatizacija ili koncesija Aerodroma Nikola Tesla je korak u pravom smeru. Vlada bi trebalo mnogo više da koristi ekspertizu i kapital privatnog sektora za jači ekonomski rast - naveo je on.

Munt kaže da je prvi put na Kopaonik biznis forumu, da je oduševljen srpskim zimskim centrom, i da ovaj Forum predstavlja sjajnu priliku za susret sa domaćim i stranim ekonomskim i finansijskim ekspertima i predstavnicima državnih organa.


EBRD interested in financing Nikola Tesla Airport concessionaire
The European Bank for Reconstruction and Development (EBRD) is very interested in supporting the concessionaire or the purchaser of the Belgrade Nikola Tesla Airport, Head of EBRD for Western Balkans, Holger Muent, said at the Kopaonik Business Forum.

– Basically, all EBRD goals are focused on supporting the country"s private sector. Therefore, if a kind of privatization takes place or if there"s a contract on the concession for the Airport and if there"s a private investor interested in cooperating with us, we will be interested in supporting the private sector in that context – Muent said.

Commenting on the current state of the economy of the Western Balkans, he estimated that the region was on the right track and added that the countries of the region showed this through their clear desire to join the European Union at a certain point.

– I believe that a progress in reforms has been made throughout the region. Great progress has been made, but there"s still a lot of it to be done in order to achieve the set goals and for the countries to become EU members – Muent believes.

When it comes to Serbia, as he says, he has seen some very impressive results in Kopaonik regarding fiscal consolidation and macroeconomic stability.

– Indeed, a lot has been done to that end. What remains to be done is the restructuring and potential privatization of state companies, reform of the public sector, reform of the education sector... A lot remains to be done, then, but, at the same time, a lot has already been done too – Muent said.

Commenting on the pace of the reforms, he estimated that the fact that EU accession negotiation chapters had opened was a clear signal that the progress was tangible.

– The privatization or the concession of the Nikola Tesla Airport is a step in the right direction. The Government should use the expertise and the capital of the private sector to a much greater extent for a stronger economic growth – he said.

Muent says that this is his first time at the Kopaonik Business Forum, that he was delighted with the Serbian winter center, and that the Forum was a great opportunity for meeting with local and foreign economic and financial experts and representatives of state authorities.
