Er Srbija naredne 4 godine leti ka 10 destinacija sa aerodroma u Nišu i Kraljevu
BEOGRAD - Postupak javne nabavke za izbor najpovoljnijeg ponuđača, koji će obavljati avio-prevoz na ukupno 10 linija u javnom interesu sa aerodroma “Konstantin Veliki” u Nišu i “Morava” u Kraljevu, je završen, a izabrani ponuđač je “Er Srbija”, izjavio je ministar, građevinarstva, saobraćaja i infrastrukture Goran Vesić.

On je naveo da će sa “Er Srbijom” biti zaključen okvirni sporazumi na period od četiri godine u okviru koga će se potpisivati pojedinačni ugovori i dodao da je, u skladu sa ugovorom, avio-prevozilac u obavezi da otpočne letove od 1. januara sledeće godine.

"Potpisivanjem okvirnog sporazuma i ugovora građani će moći da blagovremeno kupe karte za planirana putovanja" , istakao je Vesić u jutarnjem programu na TV Prva.


Evropski berzanski indeksi neujednačeni, cena nafte i pšenice porasla
NJUJORK/FRANKFURT/ MOSKVA - Evropski berzanski indeksi su danas neujednačeni, dok je cena nafte i pšenice porasla.

Indeks frankfurtske berze DAX je danas u 10.30 sati porastao na 16.156,25 poena, kao i francuski CAC 40 - na 7.283,91 poen, dok je londonski FTSE 100 pao na 7.443,48 poena, a moskovski MOEX - na 3.178,54 poena.

Vrednost američkog berzanskog indeksa Dow Jones je pre današnjeg otvaranja berzi u SAD porasla na 35.416,98 poena, kao i vrednost indeksa S&P 500 - na 4.554,89 poena i vrednost indeksa Nasdaq - na 14.281,76 poena.


Dinar-to-euro exchange rate at RSD 117.2137
BELGRADE - The Serbian dinars official median exchange rate against the euro is 117.2137 dinars for one euro on Wednesday, which is a slight change from Tuesday, the National Bank of Serbia said.

The dinar is steady against the euro m-o-m and up by 0.1 pct y-o-y and relative to the beginning of the year.

The dinars indicative exchange rate against the dollar is up by 0.2 pct to 106.7617 dinars for one dollar.

The dinar is up by 3.9 pct against the dollar m-o-m and by 5.8 pct y-o-y, and up by 3.2 pct relative to the beginning of the year.


Ovo je današnji kurs dinara prema evru
Zvanični srednji kurs dinara za evro danas iznosi 117,2137 dinara, što je neznatna promena u odnosu na utorak, objavila je Narodna banka Srbije.
Dinar će prema evru zadržati istu vrednost kao pre mesec dana, na godišnjem nivou biće jači za 0,1 odsto, a od početka godine za 0,1 odsto.
Indikativni kurs dinara prema dolaru danas je jači za 0,2 odsto i iznosi 106,7617 dinara za dolar.

Dinar je prema dolaru jači za 3,9 odsto nego pre mesec dana, na godišnjem nivou je jači za 5,8 odsto, a od početka godine je ojačao za 3,2 procenta.


Preuzima li centralna banka Kreditni biro od Udruženja banaka Srbije
Skoro dve decenije nakon što je Udruženje banaka Srbije (UBS) osnovalo Kreditni biro, koji vodi podatke o zaduženosti privrede i građana, on će preći u ruke Narodne banke Srbije (NBS), saznaje Forbes Srbija.

Ovo značajno finansijsko telo počelo je sa radom 2004. kao organizacioni deo UBS, na osnovu Ugovora o osnivanju između banaka i Udruženja. Iste godine Kreditni biro krenuo je sa izdavanjem izveštaja za građane, a 2006. i sa izveštajima za pravna lica i preduzetnike.

Prema navodima izvora Forbes Srbija dobro upućenog u dešavanja u Udruženju banaka Srbije, već se nekoliko meseci priprema "selidba" Kreditnog biroa pod okrilje NBS.

To je, prema rečima izvora, izazvalo zabrinutost zaposlenih u UBS i same struke, a postavlja se i pitanje tehničkog prilagođavanja rada Kreditnog biroa sistemu Narodne banke.

- Kreditni biro je srce Udruženja kada je reč o prihodima, jer više od 90% prihoda UBS dolazi iz Biroa. Naknade za članarinu koje banke plaćaju Udruženju nisu mnogo značajne jer predstavljaju jedva 10% finansiranja UBS. Kada Kreditni biro izađe iz UBS ono će ostati bez većeg dela prihoda - navodi izvor.

Pored toga, kako ističe, postavlja se pitanje šta će biti sa strukovnim delom Udruženja koji obuhvata diskusije, razmatranja i inicijative različitih odbora banaka.

- U Udruženju banaka redovno se sastaju odbori HR-a, ritejla ili odbora za usaglašavanje poslovanja i primenu bankarske regulative. Te diskusije su vrlo značajne za struku jer često podrazumevaju usaglašavanje bankarskog sektora sa promenom i praktičnom pri-menom neke regulative NBS ili usaglašavanje zajedničkih inicijativa banaka - objašnjava sagovornik Forbes Srbija.

Prema njegovim rečima, ovaj deo Udruženja banaka veoma je zabrinut za svoj opstanak nakon ‘otcepljenja’ Kreditnog biroa.

- Za struku bi to bilo poražavajuće jer je Udruženje banaka mesto na kome predstavnici banaka formiraju zajedničke stavove, pokreću određena pitanja i inicijative značajne za ceo sektor.

Plan da se Kreditni biro prebaci u nadležnost Narodne banke poznat je i bivšem generalnom sekretaru UBS, Vladimiru Vasiću, koji je vodio Udruženje do kraja marta ove godine.

- Nemam informacije o tome šta se dalje dešavalo sa tom idejom. Ovakav Kreditni biro formirao je UBS i za njegov rad dobio najbolje ocene, pa i od međunarodnih finansijskih institucija kao što su MMF i Svetska banka - kaže Vasić za Forbes Srbija.

On ističe da Kreditni biro dobro radi i da nema razloga da se prebacuje u nadležnost druge institucije, ali da takvo rešenje ni po čemu nije sporno.

- Kreditni biro u nekim zemljama jeste u nadležnosti centralne banke, kao što je slučaj, na primer, u Crnoj Gori. S druge strane, u SAD imate tri različita kreditna biroa i sva tri su u rukama privatnika. Rešenja za kreditne biroe u svetu su šarolika.

Vasić naglašava da ukoliko dođe do "premeštanja" Kreditnog biroa u NBS, treba voditi računa o tehničkom prilagođavanju dva sistema.

- Svaka promena softvera ili prilagođavanje su veoma osetljivi. Tu treba biti izuzetno oprezan. Dok sam bio u Udruženju banaka uradili smo ‚apgrejd‘ sistema Kreditnog biroa koji je prošao glatko. Niko nije osetio tu promenu. Sistem je sve vreme radio, nije stao ni na sekund. Ali takve stvari su kao operacija na otvorenom srcu. Jedna mala greška može biti kobna - ističe.

Profesora Ekonomskog fakulteta u Kragujevcu i bivšeg dugogodišnjeg generalnog sekretara UBS, Veroljuba Dugalića, ne čudi plan NBS o preuzimanju Kreditnog biroa.

- Cilj Narodne banke je da sve kontroliše i da uzme sve što može pod svoj nadzor. Tako je uradila sa, recimo, dina platnom karticom koju izdaje. U svetu nigde ne postoji primer da centralna banka izdaje platnu karticu. Tako da me ne čudi ni plan da NBS stavi Kreditni biro pod svoje - kaže Dugalić za Forbes Srbija.

On takođe naglašava da je Udruženje banaka formiralo Kreditni biro i da su za njegov rad dobili sve pohvale relevantnih institucija. "Za Kreditni biro su i MMF i Svetska banka rekli da je najbolji u Evropi. Ne vidim zašto se nešto što odlično funkcioniše izmešta iz ustanove u kojoj je bio dve decenije".

Dugalić navodi da su za IT rešenja u radu Kreditnog biroa bile zadužene kompanije E-smart i Belit. Obe firme bave se razvojem, projektovanjem, proizvodnjom, instalacijom, integracijom i implementacijom IT rešenja.

- Imate operativna pravila u radu Kreditnog biroa koja su oni postavili. Nadam se da će iste te firme raditi na implementaciji IT rešenja i u NBS jer ne može Narodna banka tek tako da preuzme Kreditni biro i ‚prešalta‘ ga na svoj softver - smatra Dugalić.

Forbes Srbija postavio je pitanja o eventualnom prelasku Kreditnog biroa u NBS i samoj Narodnoj banci Srbije. Iako nisu izričito ni demantovali, ni potvrdili saznanja, veruju da bi od toga svi imali koristi.

- Ako i kada do realizacije ovakvog projekta – od kojeg bi značajnu korist u vidu sigurne, precizne i ažurne evidencije, mogli da imaju građani i privreda, ali i banke i svi drugi učesnici i korisnici finansijskog sistema u Srbiji – potencijalno bude došlo, javnost će biti blagovremeno obaveštena - rekli su za Forbes Srbija u NBS.


Is the Central Bank Taking Over the Credit Bureau from the Association of Serbian Banks?
Nearly two decades after the Association of Serbian Banks (ASB) founded the Credit Bureau, which keeps records of retail and corporate borrowing, it will go to the hands of the National Banks of Serbia (NBS), Forbes Srbija learns.

This important financial body started working in 2004 as the organizational part of the ASB, based on the Founding Contract between the banks and the Association. That same year, the Credit Bureau started issuing reports for citizens, and in 2006, it also started issuing reports for legal persons and entrepreneurs.

According to the source of Forbes Srbija, well familiar with the events at the ASB, the “moving” of the Credit Bureau under the roof of the NBS has been prepared for months.

According to the source, this has caused concern among the employees at the ASB and the profession itself, and there’s also the question of the technical adaptation of the operations of the Credit Bureau to the National Bank system.

– The Credit Bureau is the heart of the Association when it comes to income, because more than 90% of the income of the ASB comes from the Bureau. The membership fees that the banks pay to the Association are not too significant, because they are barely 10% of the financing of the ASB. When the Credit Bureau exits the ASB, the association will be left without a large part of its income – the source says.

Furthermore, as the source points out, there is the question of what happens with the expert part of the Associations, which encompasses discussions, deliberations and initiatives of the various bank boards.

– HR and retail boards, or boards for harmonizing the business operations and implementing the banking regulations meet at the Association of Banks regularly. Those discussion are very important for the profession, because they often entail the harmonization of the banking sector with a change and a practical implementation of some NBS regulation or the harmonization of the joint initiatives of the banks – the source of Forbes Srbija explains.

According to the source, this part of the ASB is very worried about its survival after the “separation” of the Credit Bureau.

– It would be disastrous for the profession, because the Association of Banks is a place where representatives of the banks form joint positions, initiate certain questions and launch initiatives that are important for the whole sector.

– The aim of the National Bank is to control everything and put everything it can under its supervision. It has done so, for example, with the Dina pay card which it issues. There is no other example in the world of the central bank issuing a payment card. So, it’s not surprising that the NBS plans to put the Credit Bureau under its roof – Dugalic say for Forbes Srbija.


He also emphasizes that the ASB formed the Credit Bureau and that they have been praised for its work by relevant institutions. “Both the IMF and the World Bank called the Credit Bureau the best in Europe. I don’t understand why something that functions so well is being moved from the institution in which it has been for two decades.”

Dugalic also says that the companies E-smart and Belit have been in charge of IT solutions in the work of the Credit Bureau. Both companies develop, design, produce, install, integrate and implement IT solutions.

– There are operating rules in the work of the Credit Bureau that they have set. I hope that those same companies will also work on implementing IT solutions in the NBS as well, because the National Bank can’t take over the Credit Bureau just like that and “shift” it to its software – Dugalic believes.

Forbes Srbija has also asked the NBS questions about the potential moving of the Credit Bureau to the NBS. Although they have not explicitly denied or confirmed these findings, they believe that everyone would benefit from it.

– If and when the realization of this project – from which the citizens and the economy, but also the banks and all other participants in and the users of the financial system in Serbia, would have a considerable benefit in the form of safe, precise and up-to-date records – potentially happens, the public will be notified on time – the NBS said for Forbes Srbija.

The graphic company Stamparija Borba has opened the invitation for letters of interest for the purchase of the company’s share in the print and publishing company Kompanija Borba.

This amounts to 6.75% of the total capital, which is expressed in 316,948 shares.

Air Serbia to Be Operator on Ten Lines of Public Interest in Next Four Years
Air Serbia will be the operator on the air lines of public interest, that is, on 10 destinations, according to the results of the completed tender, which has also been confirmed today by the competent minister, Goran Vesic. The public procurement procedure was opened in October by the Ministry of Construction, Transport and Infrastructure and, within it, the most favorable bidder for the operation of air transport on the lines pronounced to be lines of public interest, that is, lines which would be connections with the airports in Nis and Kraljevo, was sought.

The destinations which Air Serbia will operate and which were the subject of the procurement procedure are Nis-Frankfurt-Hahn, Nis-Cologne, Nis-Ljubljana, Nis-Istanbul, Kraljevo-Istanbul and Nis-Belgrade (throughout the year), as well as Nis-Athens, Kraljevo-Thessaloniki, Nis-Tivat and Kraljevo-Tivat (from June through September).


The framework agreement with the selected bidder, Air Serbia, will be signed for a period of four years, and individual agreements will be signed within it. Vesic clarified for TV Prva that the operator was obligated to start the flights from January 1.

The lines of public interest in air transport were determined by the decision of the Government of Serbia of October 12, 2023. This public procurement procedure, when it was opened, was estimated at RSD 4,000,000,000 for the entire period of the validity of the framework agreement.
